(Apologies for the unscrupulous length of this topic. It's.. ridiculously large I know.. If you can help, feel free to down size it or at least help me give the illusion of a much smaller post, as odds are your average member may just ignore this. I'd also like to apologize for the fact that you'll have to sit here and read about 40 paragraphs of text, so yeah.. Anyway, without further ado:)

Hōzuki Clan
Location: Ex-Kirigakure, Currently in Fire Country.
Signature Traits: The members of this clan all share very similar traits to one another, as are listed below:

Physical Traits
The Hōzuki clan members share very similar appearances. Thought their iris may vary, their hair style and color is relatively the same. This is not simply based on preference, but due to the effects of their Kekkei Hiden which makes hair-styling and the usage of dyes time-wasting and impossible. Because of this, members of this clan all have straight hair with a shade of white-blue, where the blue becomes far more visible in darker situations, and the white is visible in every day situations. Aside from the hair, the members of this clan are usually fairly scrawny. Though it is not unheard of for a Hōzuki clan member to train their physical attributes. The main reason for their lack of exercise and training is again due to their Kekkei Hiden, which makes such trivial things as training and hard work rather meaningless.

Members of his clan all seem to share are their odd teeth. Unlike normal humans who have rounded teeth, the members of this clan have over time developed sharpened teeth (Similar to that of a shark). The purpose of these teeth is unknown, but what is known is a simple bite will easily tear through human flesh. Along with these teeth are the clan member's naturally cold and ambitious nature. They are known to hunt down their targets and goals even if it should cost them severe pain or death. They also tend to have a cold blooded nature which tends to show more evidently in combat than in normal affairs.

Clan members are most often seen wearing a customized form of clothing specifically designed to work with their Kekkei Hiden. The fabric is chakra infused and provides the necessary adaptability of such drastic changes in size. The attire consists of (usually) a sleeve-less shirt, although there are sleeved variations; along with specific ninja pants, sandals, and the rest all designed to work with the Kekkei Hiden. Members also have a knack for weaponry, but because the weapons themselves do not mesh with the Kekkei Hiden, members are forced to carry only a few weapons with them at all times. Weaponry users for this clan tend to have a single weapon with them like a sword or chain to avoid picking up a pile of items after using the Kekkei Hiden.

Advanced Suiton Control
Hōzuki clan members are naturally adapt to the controlling of Suiton (Water Release), and are thus forced to only learn Suiton-based techniques. Members of the clan may learn a second element later on in life (A-rank+), but as Genin and Chuunin they will only know Suiton techniques. This is primarily due to, again, their Kekkei Hiden, which revolves entirely around Water. The members of the clan must learn how to utilize water's main properties to their fullest before being able to learn the Kekkei Hiden itself. The advanced Suiton control also grants members a natural 10% decrease (rounded up to nearest whole number. 0.4 would be 1, 1.2 would be 2, 2.6 would be 3, etc.) in chakra spending for Suiton related techniques upon reaching Chuunin/B-rank Nukenin. The 10% decrease does not apply to the clan Hijutsu, or jutsu utilizing the clan's Kekkei Hiden.

Insomnia
Hōzuki members later in life (Specifically 20+) will find it very difficult to sleep at all. The constant dehydration will leave the members thirsty every hour, and thus interrupting their sleep heavily. A Hōzuki member never really sleeps until he or she is surrounded by water. Due to these difficult sleeping conditions, older members of the clan develop Insomnia, where they are able to 'rest' as they walk around and move, and thus eliminate the need for sleep altogether. During combat though, this resting no longer occurs and a Hōzuki member will grow tired very quickly.

Resistance
Hōzuki have a natural resistance to several things, but only when their Kekkei Hiden is fully activated. Thus the younger members of this clan are heavily limited in resistance. Upon acquiring the full effects of the Kekkei Hiden, or even when using the partial effects, members of the clan are resistant to the following things:

Weakness
The Hōzuki Kekkei Hiden also tends to have some relatively simple weaknesses that limit the clan's abilities heavily. Much like the resistances, these weaknesses only apply to the usage of the clan technique, and are always affecting those fully-influenced by the Kekkei Hiden. These only apply when using Hydrification. The following are the simple weaknesses that anyone could realistically figure out:

Kekkei Genkai: The Hōzuki are known for being one of the best Suiton-based clans in the world, or at least were. They have a very large arsenal of Suiton techniques, and the members of the clan practice in only Suiton related jutsu. The members of the clan may only have the element of Suiton until A-rank, in which case they may begin training for a second. This is primarily due to the the clan's mastery over the water element, and their Kekkei Genkai being completely revolved around water itself. Though they use a heavy amount of Suiton related techniques, the Hōzuki don't have any secret water techniques other than their Hydrification techniques. The Suiton techniques learned are well known by many other ninja, specifically those from Kirigakure. What separates the Hōzuki from any other Suiton specializing clan is their ability to transform their body into water at will. There are both penalties and advantages to this technique, and it is a severely treasured Hijutsu. The clan itself will only teach it to blood-related members, even if they take in apprentices for their Suiton training.

The Three Forms:
  • Solid - This is the natural human form. User may not transform their body into water at this stage unless Hydrification has been activated in character via the Hydrification Technique.
  • Gel - This is the natural form for Permanent members, and the state in which Fully-Influenced members turn to when activating Hydrification. The Hōzuki is able to take in water and shape into water at will. This form is solid enough to walk around in without trouble, and is capable of absorbing more water. They look like Solid state, except when shaping into water where they resemble the Liquid state. Resistance and Weaknesses apply in this state, provided the user shifts into Liquid state.
  • Liquid - This is the form used with Hydrification. The user has full manipulative abilities of their body as water and is fully influenced by the Resistance and Weaknesses of the Hiden. They may take in water up to 150% and can meld with water to up their weight or use more advanced jutsu. This state looks like the actual liquid form one may recognize from the manga or anime.


Overview
The Hiden of the Hōzuki clan is the technique known as "Hydrification [sic]". This technique allows the user to transform a part, or all, of their body into a water and membrane mix. This allows the member to shape their body freely into flat or large surfaces, as long as the total amount of water is not differed. They can fit through tight crevices, and the before mentioned Signature Traits all apply when using the Hydrification technique. Those who are permanently Influenced are always using the Hydrification Technique, and may never turn it off. For Fully Influenced users, it consumes chakra and water weight every post. The Hydrification techniques are clearly labeled with "Suika" before their names to indicate they are for use with the clan Hiden. The Hōzuki are not really a Kekkei Genkai clan, but they do have two features exclusive to their blood line (That's not appearance related). The first being their natural affiliation to the Suiton element, in which any child of a pure-blood Hōzuki member will have the Suiton Element. The other is their naturally abundant water-levels which are detailed below.

First of all though, the dehydration of the clan is one of the more serious issues the clan has. The clan members have a much higher need for water than other ninja, and are forced to carry containers of water with them usually at all times. Those that have Partial Influence usually carry much smaller bottles than those of Full Influence. Those of Permanent sometimes are seen carrying barrels of water on long journeys for this simple purpose. The practical thing about the Hōzuki members is their Suiton nature, which allows them to summon up water at will via methods. Also, techniques such as Kirigakure no Jutsu reduce the dehydration levels 1%, and thus the member will expend much less water. Using certain techniques can still lower their total water percentile. Dehydration consumes 1% of the water inside a Hōzuki member per post at room temperature (23oC/73oF), 2% above 36oC (96.8oF), and the user does not dehydrate at all when below 8oC (46oF). Anything in between qualifies as room temperature. The body does heat up when exercised, so every 4 posts of combat, the dehydration rate is increased 1%. The rate will remain +X% for as long as the fight ensues. Three posts after the fighting ceases, the percent rate will drop back to normal. Note: this does not influence activities such as traveling and non-aggressive tactics for the purpose of RP fluidity. Hōzuki members, even when in Liquid State, will not freeze should temperatures drop below 0oC, unless the water is not connected to the user's body. Thus extending a water-arm forward would not freeze the arm, but firing a water bullet will freeze the droplet.

As briefly mentioned earlier, Hōzuki have a much higher need for water. This is expressed in percentiles, as the average member has quite literally a larger supply of water. Where normal humans and ninja carry 60% of their body weight in water, Hōzuki tend to vary more toward the 75% mark. This percentile though, becomes more apparent as the Hōzuki member is in combat. The Hōzuki will constantly lose this water weight if they are performing the Hydrification Technique, as natural evaporation will kick in and relieve them of the water itself. Therefore, members must continually hydrate themselves to keep their water levels at or above 75%. A Hōzuki can advance their water weight to be up to 150%, reducing their chances of dehydration greatly; but at the same time reducing movement from the sudden weight gain. Every 10% above 100% water weight consumes an additional 1CP per post. Thus it is not recommended to keep water levels at or above 110%. To advance water weight, external sources of water must be present. Whether or not the user summoned this source via a Suiton Ninjutsu or simply found a stream does not matter. Water weight cannot surpass the 83% mark in solidified form, and consuming more water after 83% is utterly useless unless in Gel or Liquid states. Hōzuki members cannot absorb mist or very acute quantities of water to hydrate themselves.(Note: When a Hōzuki member becomes water, their water weight is obviously 100%, but to make things far more simple, all ratios will be a reference to the body-weight of a solid-form, so 100% in Hydrified form would equate to 75%. As such, 200% Hydrified would be 150%. This is simply to prevent people from swapping back to solid state and then immediately go back to 100% water weight should they drop below.) Hōzuki members must enter a third field at the end of their post along with the Chakra remaining and jutsu used. They must state the current water supply of the member for fair-game. Hōzuki members start with 80% water, unless they're permanently influenced, in which case they may start with up to 100%, though an explanation is required as to why they have more water weight on them.

One final little benefit of the Hōzuki Hiden is their ability to regrow limbs at will, provided they apply a necessary amount of water. This does not work unless the severed limb was water to begin with, and thus partially influenced users will have the most difficulty utilizing this technique. Fully Influenced will have less difficulty, but if Hydrification itself is not active the limb will not regrow, even if Hydrification is later activated. Permanent on the other hand can regrow this limb at will, as their body is constantly in the gel state. The Permanent user requires the necessary water supply to regrow, and thus will not immediately be able to regrow it. Regrowing of a limb takes one entire, uninterrupted post, or two consecutive posts with minimal interruption. This does not make a Hōzuki invincible though. It is incredibly hard to kill a Hōzuki, but immobilizing and trapping one is far easier and the preferred method of dealing with them. It should be dully noted that should a Hōzuki fall below 75% water weight, they may no longer utilize Hydrification and are left open to assault by basic attacks. 70-60% will leave them in a weakened state, where chakra will continuously become diminished at a rate of 5CP per post to keep the user from dying. Should they run out of chakra or lost mental activity (unconscious), the Hōzuki will revert to their natural state (a basic human) or, if Permanently Influenced, their gel state. It requires 2 posts for a Hydrified Hōzuki to revert to their normal state if forced into the gel-like form. (The mentioned gel form is not identical to the previously mentioned form; and is more of the Hōzuki melting, unlike the natural state provided by Permanent Influence which is very similar to solid.) Regeneration requires the C-rank Hydrification Technique listed in the Hijutsu.

Regeneration Limits:
  • Forearm - Forearm is defined as the area between the elbow and the wrist; though this does usually include the fist as well. 5% to regrow. Above limitations still apply.
  • Entire Arm - From the shoulder to the fist; requires 10% to regrow. Includes the above mentioned limitations.
  • Half-Leg - The area from the heel to the knee will be considered half-leg. Consumes 10% to regrow due to size, plus the previously mentioned limits.
  • Full Leg - Everything from the femur to the toes. Consumes 20% to regrow due to size, plus the previously mentioned limits.
  • Neck and Head - The neck and head, whether separate or removed at the same time, require 8% water to regrow, plus the previously mentioned limits.
  • Chest - Anywhere on the chest requires 2% for a minor wound, or if a chunk is removed, 6%. If the body is cut in half, it requires a full 50% to regrow the other half. If multiple locations such as two limbs and a chunk of the chest are removed, it requires 35% water, all following the same limits placed above.
If the blob of water severed is absorbed by the user before making contact with the ground, the water level is decreased 1%, but the chakra requirement still applies.

Partial Influence
[0 Word Training Topic. Must be at least 12 years old.]
This is the first of the three Hōzuki Influences. Partial Influence is what your average Hōzuki has at a young age. They are able to transform one part of their body into water and manipulate it. This limits the users to only the C-rank Hijutsu, and a few of the designated B-ranks. The rest are off limits to Partially Influenced Hōzuki. This stage also does not dehydrate the user at all except for the techniques that clearly state that water is lost. Also, in Partial Influence, one is limited to either a full limb (arm, or leg), or a 10cm (4") diametric area of contact. Such as a knifed location or the head can be shifted into liquid to avoid damage. To do this though, not only must the user In Character know where the attack will land, they must also know when it'll land, and if even an attack was launched in the first place. Thus, sneak attacks can easily be performed on partially Influenced. It should also be noted that only one location can be selected. Therefore if the enemy is attempting to hit two locations at once, only one can be transformed into water. Requires Hydrification to be activated for any of the defensive measures to work. Partially Influenced members cannot surpass the 100% water weight mark.

Full Influence
[1000 Word Training Topic. Must be at least 16 years old.]
This is the second, and by far the most common of the three Hōzuki Influences. Full Influence allows the user to transform their entire body into water, and are affected 100% by the weaknesses and resistances mentioned in the Signature Traits. Dehydration is now clearly evident, and for as long as the Hydrification Technique is active, the ninja will be prone a constant water weight decrease as detailed in the Overview. (Ranging from 1% to 2%, or higher depending on how long the battle has been.) Defensively, the Fully Influenced Hōzuki has the same limitations as Partial Influence. They must know that an attack is coming, else they could not possibly defend against it. Fully Influenced Hōzuki may pass the 100% mark provided they remain partially liquefied throughout. Up to 130% for Full Influence. At this point, Hōzuki members may tribute some water to reduce the cost of a Suiton Technique (Non-Hydrification) by half. If one chooses to do this, the benefit of "Advanced Suiton Control" is negated. The following are the required water levels one can sacrifice for the 50% off reduction based on the level of the jutsu:

D-rank: 2% per Jutsu.
C-rank: 4% per Jutsu.
B-rank: 11% per Jutsu.
A-rank: 18% per Jutsu.
S-rank: 28% per Jutsu. (It should be noted S-ranks can only be deducted for Permanently Influenced Clan Members.)

Permanent Influence
[2000 Word Special Characteristic Training Topic. At least 2 RP years must have passed since gaining Full Influence.]
The final and most advanced form of Hydrification. It is relatively similar to Full Influence, except with but a few differing aspects. Since the user no longer requires activating the Hydrification Technique to utilize their water skills, the user is constantly in their gel-like state. They will now constantly dehydrate, even when not shifting their body, but no longer lose chakra per post for using Hydrification, and they are now capable of using S-rank Hijutsu. Also, to add, Permanently Influenced Hōzuki members gain a form of automatic defense against attacks. The member will immediately turn into their water shape upon contact with an opposing force, which can prove to be a hassle as much as it is a benefit. Sure they are relatively immune to slicing attacks, but they also cannot chose when to remain solid. Thus if they are thrown into a wall, members will tend to revert to a gel-like state. This is the strongest form of the Hydrification Technique defensively by far. A few downfalls though, are the immediate transformation into a melting gel substance when brain activity is shut down via coma, unconsciousness or dehydration, and the fact that medical ninjutsu members will have a ridiculously hard time physically healing wounds on a gel-like body. The Hōzuki can still tribute water to utilize Suiton related techniques, except now, the maximum limit for the member is 150% body weight. To gain the permanent influence, one must apply for this Special Characteristic:

Through extensive practice in Suiton usage and mastery in their clan ability, the Hōzuki member is now able to transform their body into water permanently. They no longer require chakra to shift between solid and liquid state. The body will now also naturally respond and shift into the liquid substance as a reflex against other attacks. The resistances and weaknesses of the Hydrification technique permanently apply to the ninja, and the ninja will require constant hydration due to this special characteristic, but the clan's full abilities may now be utilized by this member.[/spoiler]

Secondary Element and Additional Liquid
It is possible for a Fully Influenced Hōzuki member to gain a secondary element provided they RP for it appropriately. To gain this second element, a Special Characteristic application is required for the element in general. This is only for Hōzuki members, because of their naturally dominant Suiton gene and their over-powered Hiden. If one decides to get a Secondary Element, they may not add an Additional Liquid to their character. Likewise, an Additional Liquid (As seen in the Canon by the Second Mizukage) is a Special Characteristic that must be applied for. The Hōzuki must have Permanent Influence, and thus it is advised one is majoring in at least Ninjutsu at this point if they wish to have this SC. The SC must be applied for as a Chakra-based SC, and should follow the following template:

There are limits to the liquids that one may choose to use, and some limitations as to how much. In the application one must clearly state the concentration of the liquid, which cannot surpass 50%. It should also be noted that the user can in no way naturally secrete this liquid. Thus they require some sort of container to keep the liquid levels in tact. For instance, if one chooses to mix water with oil, they cannot produce the oil; but are able to manipulate it WITH water. Therefore, one cannot simply shoot a glob of oil, it must be mixed with water. The liquid picked should be carefully planned, as there are no methods of 'exchanging' liquids. One can choose to 'forget' the liquid entirely to free up an SC; but they cannot relearn the SC should they choose to lose it.

There are three main liquids that can be mixed. Normal liquids, colloid forming solids/liquids, and aqueous solutions.
Normal Liquid - A normal liquid is defined as anything that cannot readily mix with water. Thus things such as oil, mercury or tar are examples of normal liquids. Normal liquids should not be mixed up with colloid forming liquids, as are explained in the next section. Think of a normal liquid as any liquid that has a different density from water, and thus would either float to the top of or sink to the bottom of the container.
Colloid Forming - Colloids are insignificant small specks that obstruct light in water. They are not chemically solutions as one can still see particles, but they are not density differing liquids either. Colloids can be solids such as sugars, coffee, or anything that can be mixed into water, but still be somewhat visible. Thus table salts would not count. Colloids can also be other liquids, such as alcohol or Hydrogen Peroxide, which are not (usually) visible, but are not chemical solutions either.
Aqueous Solution - A solution is anything that changes the molecular structure of water in any way. Thus things such as salts, acids, bases, and the like form solutions with water. If one decides to use acids or bases, it is required they take the time to research basic solution chemistry to get the idea of how things work. It would also greatly help if one were to do extensive research on their acid/base as to not later realize it explodes when in contact with wood. Acids and bases that can burn through flesh (ie. Hydrofluoric Acid) or create near-immediate death or paralysis cannot be used; primarily because the user is required to handle the solution for 2000 words before learning how to use it. The user them self would end up killing them self simply trying to figure out how to use it. Weaker deteriorating acids/bases such as Hydrochloric acid will be allowed, though one should realize that it takes hours for HCl to burn through skin; and can easily be washed off with water.

Gases and non-dissolving or colloid forming solids are not allowed. Gases would escape the membrane almost immediately and large chunks of solid matter would make usage of water near-impossible. It should be noted that poisons were not mentioned at all above. This is because they are very complex hydrocarbons and usually consist of a dozen other chemicals to give the poisonous effect. Theoretically it could be possible; but the amount of obstruction with water flow would reduce the speed of the attacks to the point where combat would be impossible. Therefore, poisons will not be allowed.

History: The Hōzuki Clan has been around since the dawn of Ninjutsu. They were one of the first Suiton-based clans created, and eventually grew to be THE largest clan. They've helped in creating dozens of the modernized Suiton Ninjutsu, and their proficiency in the element eventually led them to adapt a Hijutsu which allowed their bodies to become this element. Of course, the Hijutsu wasn't invented until decades after their fame had risen. The clan remained safe and outside of Kirigakure prosecution for the majority of its life, primarily because for the first half, it was just your average Suiton Clan. It wasn't until a man by the name of Hōzuki Hangetsu decided to venture off route and begin creating the Hydrification Technique.

Over the course of a few more decades, Hangetsu eventually developed the basis for the technique. It took a while, but the man managed to synthesize what would today be known as the "Partial Influence Hydrification." From there he began to work more on this art, until toward his last years he developed it perfectly. Writing down its secrets in a scroll, he passed it off to his children, who popularized it with the root of the clan. The primary blood. Because the members had managed to develop a secret technique, Kirigakure wasn't very fond of this idea. They remained close allies for a while, or until Hōzuki started slacking in their Suiton technique invention.

After several dozen more decades of bad blood between the Hōzuki and the Kiri, they were eventually assaulted by Kirigakure and run out of Mizu no Kuni. This happened around the same time the rest of the clan prosecutions began. Lucky for them, the Hōzuki could easily flee, and dealing damage to them wasn't very easy. Only a few members died; the rest escaping to the Fire Country, as it was the strategically closest location.

After escaping prosecution from Kirigakure, the now greatly smaller clan began to reform. Not only had they lost their disciples, but several members of the bloodline. Over recent years the clan has begun reforming and repopulating; only recently starting to accept apprenticeships in advanced Suiton teaching. The clan is slowly beginning to prosper again, with about 10 bloodline members still actively helping support the clan, while about 30-40 disciples remain for further teaching.

The user may pay up 1/2 the chakra spent to refill their supplies again from the source of water. ie. the user spends 20 chakra after the original 40 used for this technique, they may then spend 10 chakra to reset the counter back to 0 chakra spent. (Does not replenish chakra, just allows the user to perform 100 chakra worth of jutsu instead of the original 80 if using that example as an example. Before I get into any of the clan's actual mechanics and techniques, I'm wondering how the dehydration mechanic is actually a viable weakness given the fact that Suiton has techniques which effectively conjure up large amounts of water that would negate dehydration completely?

It requires chakra to summon up water to replenish the user, and the chakra, unless permanently influenced, will also be drained from the user every post. From what I recall in the anime and manga, I remember something along the lines of 'It consumes more chakra to create water from nothing than manipulate readily available water.' Unless the water is nearby, the user will still have a difficult time replenishing water. They'd have to perform a jutsu, which requires time, summon the water, requires time, and attack themselves with their own jutsu, which deals blunt force damage and consumes time. Then they'd be able to continue fighting. Therefore, it would hardly be possible to evade an attack, summon a water torrent on one's self, then proceed with a counter attack in one post. It still qualifies as a weakness, because the user will be forced to spend a post replenishing their water supply as opposed to counter attacking. One post in RP is what determines life and death; and spending that one post replenishing not only wastes chakra, but wastes time as well.

tl;dr: Pancakes > Waffles.

On a side note: if this is about the "tribute X water to use Suiton jutsu cheaper" I'll gladly just remove it.

Yes it does require chakra to conjure up water but it doesn't necessarily have to be an offensive technique against the user:

In my opinion.. virtually all of Kisame's techniques are drastically over-powered. Though this doesn't stop the jutsu from existing on the site. Anyway, the dehydration would be negated, but it still consumed no less than 12 chakra. Sure it can be bypassed, but it's still a weakness due to the method of re-hydration. The dehydration was simply meant to make it a tad bit realistic. I threw it in there because the show had virtually the same scenario, I was simply trying to elaborate on it further as to why and how it can become a disability. The dehydration in battle would hardly become noticeable unless using the Hijutsu, which for the most part are no different than other Suiton related techniques. Also; I do believe I stated that one cannot actually merge with a body of water unless using the S-rank Ninjutsu, which has its own drastic repercussions.

Again, if this is about the "Consume X amount of body water to half jutsu cost" than I'll just remove it. That's the only thing that can really be exploited with the whole dehydration scenario. I only added it because of the idea that "It consumes more chakra to create water from nothing than manipulating a readily available source." It seemed somewhat fair, but now that I think about it, it is a tad OP. At the very least I can just change it to like a 20% reduction.

Hmm fair enough, you've justified it well enough to convince me.

In regards to reducing the Jutsu cost, it'd be helpful if you explained how the clan member reduced it. Do they use the water contained within themselves as part of their techniques? If so, you'd have to increase the dehydration rates of the B, A and S Rank ones a bit since those tend to be pretty heavy in terms of water usage.

As for the rest of the clan, I feel that you should apply some parameters to what the additional liquids can be otherwise we might have creative people claiming acids and whatnot.

Anyone between 20m and 10m will suffer very severe damage, easily broken bones and severe bruises among other things such as being pushed back several meters from the sheer force. Due to the difficulty performing this technique, and the large chakra strain, it can only be performed once in combat. After using this technique, the user's water weight will become 100%.
Chakra Cost: 35

Decrease the kill radius to 7m and limit the severe damage radius to 10 - 15m.

Adam may have issues with something I haven't stated so don't consider this an exhaustive list of necessary changes.

The jutsu reducing method is explained briefly in Full Influence. The limits on jutsu rank and how much water is required to reduce the cost are listed there as well. Here's the section to save you scrolling time:

If necessary, I can tone it down to 25% maybe? Removing it is entirely fine as well; I simply figured it made sense to tribute water to use water. It would also help with the expensive cost of using Hydrification in the first place.

Also; modified Regeneration a bit and modified the extra liquid limits to make sure no one can make flesh-eating acid.

Forearm is considered the section from the elbow to the wrist. Though this usually includes the fist as well. Thus it qualifies as a half-limb rather than the entire, and is 5%. Also modified the wording in the actual regeneration text to distinguish between arm and leg; since their size difference is rather great. The 5% remains though.

Also made a few small changes to a couple of the jutsu. They don't change anything major; simply stabilize costs a bit more and add an additional perk. Only one I can recall modifying right now was the Arm Cannon; which allows for launching of the leg instead of the arm if the user wishes. Provided of course they tributes the extra water to regrow the leg. I think I forgot to add a chakra requirement for Arm Cannon as well; but I fixed it.

In regards to the water tribute mechanic, 50% is fine. When it comes to uneven division though, I suppose the reduction will be rounded up (if the Jutsu normally costs 5 then the reduction will be 3 and the reduced cost will be 2).

I'm happy enough with the Jutsu so I guess...
