Name: Shikigami, Okugi
Nickname: Diseased Boy (Common Name calling nickname)

Appearance:
Okugi is a very small boy, even for his young age. He is only about 99 pounds, and is only 5 feet tall. It seems he is very prone to being sick, so almost always he has a very sickly, pale looking face. He constantly has dark rings under his eyes, and his nose is almost always red. He seems to have very little color in his face, so little, he looks almost dead. His eyes seem like they are almost always bloodshot, because of this sickness. Although his eyes being bloodshot, it's sometimes hard to tell beause of his big red eyes. He's eyes are the same color red of a sharingan, due to contacts.. His face seems to be covered up by a few pieces of cloth. What is behind the cloth is only know to Okugi and his family, although they seem to be hiding some sort of bruising. His hair is also almost as red as his eyes. His hair is very shaggy and is unkempt, he doesn't care to take that much care of it. While normally his clan has blue or green hair, Okugi has red hair due dying his hair, while normal his hair is Blue and his eyes are a yellowish color.

As a sick child, Okugi's body is very frail and several opens and veins can be see throughout his body, his ribs are the worst of his body. Since he bruises easy, he doesn't go a day without getting a new one, and they tend to stay for a while, thus, they are all over his body. He's also rather short for the other kids his age, seeming that he has a lot of growing to do. He's just an all around small person. Like his face, he has bruises all over his body, this is simply because he bruises easily, not because he is harmed at home. As most Genin do, Okugi wears clothing that he chooses to wear, as he has not been issued a flack jacket. The clothing he wears is very bulky, and covers all of his body, besides his head. He wears a black jacket, with two pockets that seem to be a faded yellow color. This jacket seems very well padded, and takes a little of the impact from simple taijutsu hits. However it seems to weigh him down. Under his jacket, he wears a white hoodie, that is less padded than his jacket. Under his hoodie he wears a black t-shirt with what seems to be his clans symbol on it. He wears long black pants, and black shoes. His black Kiri head band is covered up by all the clothing he wears. Okugi is able to change part of his body to piece of paper, due to his clan. He has not mastered the ability to change his entire body into paper, only small parts of it.

Forehead Protector: The forehead protector Okugi wears is the standard issued black cloth headband. The location of the forehead protector is around his waist, below a few lays of clothing.
Personality:
Okugi is somewhat of a shy child, because the fact that he was sheltered his entire life. His biggest problem when faced with social confrontation, is he does not always know the right things to say. He feels that he may say the wrong thing, and make himself look like an idiot. This is something he hates, looking like an idiot. Being wrong is something he never liked, and causes another part of his shyness. Also, because he was weak and sick, this caused a lot of bigger ninja in training, to pick fights with him. He's not very trusting of people, because of this. It takes him a while to start trusting people, and is not very forgiving if he feels hurt by someone. Although he longs for friends, and anyone that shows the least bit of kindness to him, will likely find him following them around more than normal. However, if a woman he finds cute or attractive he will almost avoid them if they are kind to him, because he will form a crush on them, and is afraid that he will ruin things if he gets too close. Most people would consider him in a shell, which he is currently trying to break out of. He is very self aware, and knows what he needs to improve on, but much likes it in his comfort zone.

Although Okugi is a fairly shy person, he also enjoys being goofy. Sometimes to the point where he takes it just far enough to get yelled at, but not so far as to get in trouble. Being a sheltered child has caused him to fear much of anything out of his comfort zone, and mostly getting into any kind of trouble. He is the kind of joker that likes to show off in front of his friends, but also has high respect for those who stand above him. This is rather conflicting for him, because he wishes to please both parties, but he cannot. This being said, he likes to think of himself as a person that loves to have everyone on his side. He wants what is best for everyone, and wishes that as many people as he can get it like him, will like him. This idea makes him not realize that people do not like him, and causes him to get closer to people than they would like. This results in a worse relationship with the person. Once he is aware that a person does not like him, he gets a little upset, but this makes him aware that he cannot please everyone. Thus, he stops pressuring the relationship.

Another big part of Okugi, is he considers himself much of a pacifistic. He does not like to open his mouth, even if he thinks it may cause something to stir up. He has fought in the past, and it has not worked well for him. However, if someone is going to be harmed, even if it's someone he doesn't know, he will defend them. He's a very supportive type of character that only stands up when the time calls for it. If someone, or something important is in any kind of danger, even a verbal dispute, he will back them up till the end of time. As for him not wanting to stir up any kind of fight, it is not because he is afraid of it, he just doesn't want to cause harm to anyone around him, even if he doesn't really like the person. Oddly, Okugi does like a little friendly competition, trying to show that he can be as good as those around him.

Okugi dislikes when people get harmed, and thus he very much hate those he labels as bullies. He cannot stand people who get pleasure out of making fun or even harming others. These are the kinds of people that Okugi almost refuses to get along with. He even goes to the point where if he things a higher ranking ninja, or even a member of the council has been seen or even rumored to bully someone, he will show less respect to that person. He has even gotten upset at people who are making fun of someone, but are joking, and the other person is alright with it. He's slowly getting the handle over this, but he knows it will take some time before he truly does.

Okugi has developed a very bad temper, and he is really not aware that it is so bad. He isn't angry all of the time, and things that should make him made, seem to make him just sit quietly and not say anything about it for days, or even weeks. After these big events that should set him off, every little thing seems to make him angrier and angrier, until he finally explodes. Many things set him off, such as making fun of him, or even mentioning that he needs to get his temper checked out. When he is upset, he is normally yelling, or hitting things. Other things that upset him, or when he does not understand something, or meets an annoying person that doesn't know how to shut him up. Luckily for him, not many people know how to press his buttons.

Combat Style:
Since Okugi has a weak body, he tends to stay out of close ranged fighting, at all costs. He focuses a lot of his attacks on far ranged ninjutsu techniques. As a member of the Tetsumi clan, his ninjutsu of choice is his paper jutsu, mainly using it for support. Unlike many people in his clan, he also mixes his other styles of ninjutsu into his paper jutsu, this is done by using fuuinjutsu. Since he is able to control paper, he mixes in many of his sealed notes and scrolls to more effectively use his fuuinjutsu. Also, Okugi does not carry many of his ninja tools with him, most of them are sealed away for him to use with his ninjutsu. Okugi prefers to fight with another ally or a team. Since he's style is more for support, it's better for him to support someone else, rather than just for himself.

If Okugi was to ever face someone in close courtiers combat, he would most likely keep up his same style, but play a little more on the defensive. His body is weak and frail for a ninja, so taking a hit is not something he plans on doing. Also, he is known to pull out a kunai in close combat, it gives him a sense that he can fall back on something to take a hit for him, rather than just block with his arms or even body. He seems somewhat timid in close combat, and hates being in a persons striking distance.

THE BACKGROUND.

History:
Pre Academy Arc:
Okugi was very close to his family as he was growing up, in fact many would say that he spent too much time with them. However, this was not because he chose to be with them, it was almost as if he was forced to spend time with them. Both of his parents cared dearly for him, but they just cared too much. His parents were the sheltering type and did not want him going out alone. If he was able to go out alone, he would only be allowed to travel a few blocks around the village, and had to be back around sun down. For the most part, Okugi did not seem to mind this, because he did not wish to disappoint his parents. While his parents were caring, they were also somewhat strict. This role was mostly shown by Okugi's father. Okugi's father was a ninja, and was almost gone daily, and for several hours a day. As a ninja and a member of the Shikigami clan, his father knew how dangerous the world was, and knew that he could not let his children know how it was until they were old enough. He also wanted his children to be the best they could be, so if they slipped up, he was harder then some parents would have been. Okugi spent most of his time with his mother, who ran a daycare. He was around kids a lot of most of his life, and most of them were younger than him. However, his mother did get a few that were his age, and these were a few of his first friends, although as the years past, they would grow apart. Even though Okugi did not see his father a lot, he still looked up to him and wanted to be like him, he was very young when he made up his mind to become a ninja.

While his father was away, Okugi spent much time learning about his clan and their views. His mother taught him to be elegant when he was not in bed sick. She also showed him a few things she could do with jutsu, and taught him very basic things, if Okugi was up for it. As the Shikigami clan were very religious, Okugi was taught about Umi. He did not much care for these teachings, but acted as he did to keep his parents happy. He would do everything, and still does, what his parents told him about Umi and the prayers. He does not much mind them, but doesn't really know what it means yet.

His mother and father were a little worried when the heard the fact that Okugi wanted to become a ninja. His father was forced into becoming one, by his father and clan. He did not want Okugi to live the same life he did, but both of his parents wanted him to be happy. They both were worried, but knew the village they were in would take care of him, even if he was small and weak. Soon, his parents allied him for the academy, and he was accepted. It was not soon after this that Okugi grew ill. He spent most of his days in bed, trying to recover so he could start his training to become a ninja. However, his body grew even weaker, and he was sick almost daily. He did not have any kind of serious disease, but his body was not good at getting rid of certain threats, and took longer for his immune system to get these viruses out of him. However, he pushed himself to go to the academy once it started. He may have been sick, but it was not stopping him from his dream.

Academy Arc:
Okugi may have been sick most of his academy years, but this did not stop him from attending. It had seemed the only thing he could not do well was most of the physically tasks he was required to do. Nonetheless, he pushed and pushed himself, to the point where he would almost puke everyday, or at least he felt that way. Many people saw his lack of skills in the physical tasks, as a chance to not only make themsevles look better, but have a little fun with someone, so they could get a little extra training in. At least they told Okugi that it was training. After his weaknesses were flushed out, he was picked on daily, and beaten almost as much. Even though he seemed to press on. He spent a lot of time trying to train, but never really found his way to becoming a good ninja, until his father took him down into a secret room, to learn about the families secret. It was then he learned about ninjutsu for the first time, and was able to read over the scrolls. He did not get any of it, until he began learning ninjutsu at his own pace in the academy, but as soon as he started learning more non-physical skills, he seemed to excel at these types of things. This gave him the push he needed, not only to stand up to those who beat him, but just enough to finally become a real life ninja. He barely passed his exam, but nonetheless, he was able to pass.

Genin Arc:
As soon as Okugi passed his exam, he forced himself to training. He would stay up hour on end, trying to do jutsu that his clan was famous for. Not only that, he thought of a way to make his abilities even greater. He had his father start teaching him the art of sealing jutsu. While he's still in training on many things, he knows a lot more than he ever did. He may not be strong, but he can handle himself against most foes his rank/age. This is where Okugi stands at his present day. He is a Genin in the Village of Kiri. He's ready to take on the world.

Note that your appearance does not fit the clan description at all. Appearances can be changed through physical defects, but not this kind of deficiency. You basically stated that your hair pigment was different because it was different. If another mod has an opinion about this, then by all means, shoot in wherever you want. If he wants that genetic defect, he'll need to be overweight and adrenally insufficient.

You only have 11 out of the 15 jutsu that you can start out with as a genin. Although you dont have to, I would suggest you fill those vacant slots with jutsu.

You seem to be missing the actual number of your characters height and weight. Slap that in. Also, your appearance should be edited a bit to fit the description that Clevers clan says. Such as yellow, almost golden eyes and blue or green hair. Also, in your history, never do you mention that you or your parents are from the Shikigami clan. I know it's a bit nitpicky but given how they are heavily religious it would be good for you to mention something of this, not to mention that they think of themselves superior than other ninjas.

Other than those things, there aren't many problems I see with this application. Just edit your character a bit so that he fits the Shikigami clan and that would be it.
