Description: This is a sturdy leather cloak that Saya thought up, and had her clan's metal workers fashion for her. It concists of a sturdy cloak made of soft, supple leather. The leather has been dyed black and is studded with a thousand small square plates. The plates are each only an inch of so lond and are riveted to the leather, leaving only enough space between them to allow for some flexibility of the fabric. Due to the flowing properties of the cloak, and the covering of strong metal plates make it very hard to punch through the cloak to get to Saya beneath it. The cloak is able to cover her whole body, and it's one peice construction leaves few weak spots. While it does provide a great amount of protection to all sides, it is also quite heavy. The amount of metal used to cover the cloak makes it weight about 60 pounds in total. Destributed evenly, it still slows her down some.
Natural Abilities: This cloak does not grant imortality! It's just a dramatic name! The protection this cloak comes with has a cost and an advantage. It's great bulk and weight make it hard to get a sharp weapon through but it also slows her down by 10%. However, the cloak is easy to remove, and doing so quickly frees her from the weight. After casting off the cloak she will recieve a 20% speed boost for the next post. On the second and third post, this speed increase reduces to 10%, then on the fourth post the lack of weight has become less of a factor and the speed boost fades to unnoticeable levels for the rest of the fight. The cloak can be put back on afterwards for added armor, however the cloak must be worn consistently for at least an hour before the benefits of removing the weights becomes helpful again.

Your speed goes 20% post 1, 10% post 2, regular post 3. 4 posts I believe is a bit long otherwise.

Perhaps we can compromise with 20% on the first post, and 10% on the second and third post? I wouldn't mind it only being two posts long but until the cloak is removed, it gives -10% to speed. I think it seems pretty fair.

The speed boost in nonsensical

the reason that rocklee got a boost from removing his was because he
wore it 24/7 and the weights weighed a ton (Literally, I think). He was
a taijutsu major with great strength. Thusly, I don't think you would
get a speed boost. If anything you would be fatigued from wearing such
a heavy coat.

While I do agree that wearing such a load all the time, which Saya mostly does, would cause a huge amount of fatigue, that just happens to be something that Saya is all but immune too. Yes, carrying the cloak all day is exhausting, and also why when she removes it, it gives her a speed boost. The speed increase is quite nice, but since we are compairing it to Rock Lee, his speed boost was also like ten times faster than he was previously, where as Saya's is only 20%.

I would have to say Nonsensical is a bit strong of a word. This sort of thing happens in more than just cartoons. Have you ever walked for a long time with a heavy bag on your back, then felt much quicker after removing it? The concept is the same thing as Rock Lee's weights, however toned down to more realistic levels. I did my best to use a concept already found in the naruto universe.. I just personalized it more. Do you think it doesn't make sense because it needs to be heavier or something?

My original idea had this placed at 15% for 2 posts, then reducing by 5% per post there after, untill it was unnoticeable. I thought this was plenty fair. There are plenty of other ways to get a speed boost for a character, and this isn't even the only speed boost Saya has access too. If she dropped her cloak and activated her clan's speed increase technique, she could get a total of 35% speed boost from the two combined. This is nice, but it doesn't even make her twice as fast. It only makes her 35% faster. Noticable, but certainly not over powered.

Eventually, as Saya ages, I will be trying to better increases, and heavier weights. Maybe on rock lee's level, as that character and my character both have a lot in common. We are both fighter types with no jutsu. Rock uses Taijutsu, Saya uses weaponry. We both dedicate ourselves to constant training, and we both push to be the best at what we do based off work and labor, other than KKG, and inborn gifts.

Personally, I think you should look closer at the numbers, and rethink if it's over powered. The percentages do not even add up to doubling her speed, which I've seen posted elsewhere. I think this is very fair, considering the character who is getting it. You know, I could even put a note that carrying the cloak is physically exhausting if you want, however as I mentioned my character easily resists fatigue.

A speed boost from taking off armor doesn't make a bunch of sense. The concept is that your not gaining speed by taking it off, but your loosing it by putting it on. So the real concern is how much wearing it slows you down. With training weights the concept is that your body becomes used to the extra weight constantly on it, thus when you remove the weights you can go faster. Seeing as this isn't worn all the time and doesn't weigh down any limbs specifically, it shouldn't grant any boost in speed.
