Are allowed to make custom SCs? If so is the process the same, just registering them or do we need permission?

Also I failed to find the limits of so called kits and how they change with the rank.

Summary: 1 kit per rank, up to a maximum of 3 kits, only 1 of which can be a custom kit, weapons users get additional slots in their custom kit.
