Additional information number 2 on the Scroll Sealing part.(ignore the 1, auto script)

Fuuinjutsu, Weaponry and Puppetry users are allowed an extra scroll per rank. At C - Rank they are allowed to start with 4 Scrolls, at B - Rank they are allowed to start with 5 Scrolls, at A - Rank they are allowed ot start with 6 Scrolls and at S - Rank they are allowed to start with 7 Scrolls. Any other scrolls they wish to obtain must be applied for through custom kits."

The part about having an extra scroll per rank is a bit confusing to me. At C rank I (a fuuinjutsu user) can start with 4 scrolls. Does that mean i get 4 free, or there is a limit of 4 for a fuuinjutsu rather than 3. Because the sealing art kit kind of blows the second of those out of the water because it starts with 7 scrolls(4 small, 3 medium), and the first seems silly because of the third rule which states scrolls don't cost EXP to buy, rendering free starting scrolls a bit pointless.
Is there something I am missing?

The limit it 4 rather than 3.

Even if scrolls are free, you can only have a max of 3 scrolls without one of the the specs that give bonuses (or 7 otherwise).

as for the sealing art kid, I dont know.

I would suspect that since the Sealing Art kit requires fuinjutsu to purchase it falls under the "additional scrolls must be applied for through custom kits" rule.
