Okay, so, I like the idea of kits. I think it roleplaying even more fair. To this person that came up with the idea: well done.

With that said, there are items such as kunai, shuriken, and senbon that are used in these kits. Are kunai lethal? Well, it depends. Are shuriken lethal? Well, it depends. Are senbon lethal? Well, it depends. Not only does the lethal potential depend on the spots targeted, but it also depends on the length and size of these items. I feel that the basic items we use as projectiles and hand to hand combat weapons found in the kits should have a definition of their dimensions, ranging from size to potential damage it does to skin, muscle, wood, metal, etc. This way, we can all have the same understanding of these basic materials we all use and be more realistic about the damage it would do to a character. All ninja tools used are to be of standard sizes and materials. All of that information would just be excessive information for the most part. I feel that if you want to know the standard dimensions of the tool you're using or what they're comprised of, then you have the ability to google it.

Also, gonna put this out here, but this is the age before mass-production was invented. That means that things are made by HAND, and probably won't all be exactly the same. I'd say google it to get the idea of what it's supposed to look like, but you could probably differ from the design a little if you wanted to.

Yes you could google it, and we can use whatever we find on google, but if we put general dimensions and such into the description, we won't HAVE to google it.

One thing to keep in mind is that most of these weapons are, as Tsumi pointed out, hand-made. Not only does that mean small incidential differences but also larger ones as the maker sacrifices one quality (say the size of the wound) for another (increased ability to penetrate armor for example). Then there are all sorts of variations based on their intended use, regional preferences, etc so a true "standard" length might not be meaningful for a particular weapon. And as you pointed out - what sort of damage they inflict depends heavily on where the blow lands. What you aren't mentioning is that their potential for damage also depends greatly on the individual using them - especially how much force the wielder can put into a throw or attack.

So I would lean on the "nice but not really useful and maybe even pointless information" side here. That said I did take a few minutes to go digging around for some general descriptions if someone does decide they want a rough estimate.
Kunai: 6 to 8 inches overall or roughly the size of a standard dagger.
Shuriken: Most probably 2-4 inches in diameter but some pretty big variations are seen in source materials.
Senbon: Most look to be about the length of a closed fist so probably 4 inches in length.

Basic ninja tools have killed many in the series and manga and can also penetrate weak armor. Those are not toys, but are ignored. In actual role-playing you can't just avoid everything or get stabbed without consequences. That being said all of those are considered as lethal weapons, unless the opponent/target can support otherwise.

I believe this is Solved.
