The Ikaku, were once a small organization of young and prestigious village thugs that orchestrated a silent drug trade with within the village many decades ago. Gang activity quickly became obstructed once Konoh's Police Force found out about their illegal activity. The leaders of the Ikaku were incarcerated for many years and then exiled from the village to a neighboring colony still within the Fire Country. Recently, however, a village councilmen, Rokuashi-dama, has suspicion that the descendants of the gang leaders have set out to restart their forefather's legacy. Since the other councilmen has considered this a trivial matter of possible teen rebellion, they are more than uninspired to get the actual military involved. Rokuashi has asked Ogatami, who has personally witnessed the gang activity, and Sunaya, and ex-gang member, to aid him in bringing it down once more before these criminals catch the eye of the village's military. He has instructed these kids to infiltrate the Ikaku and spy on them, while reporting back to him frequently for mission updates. Can Ogatami and Sunaya safely bring this organization down? What secrets do the Ikaku possess? They will have to find out, the hard way.

A person with this who works in the black market can buy nearly anything and always has updated information on underground activity.
