Mission Objective:  By the time the news of Yoroi's growth in strength reached the Ryuchi caverns through Shakreido, the Hakuja Sennin has asked Shakreido to set up an audience with the young Shinobi. What it really wants is uncertain, though Yoroi will find out soon enough.

Explanation: The reason as to why this can take place anywhere is because Yoroi will be summoned to the Ryuchi caverns, meaning the country in which the topic itself is located will not matter at all. As to the rank, Yoroi needed to be a Jounin before he was allowed to meet with the Hakuja Sennin. The mission is a C ranked one because it is meeting of sorts, rather then fighting and smashing things.
