Character Creation Questions

I was thinking of creating a new clan for my character, but I don't know what to do first. Clan, then character? or the reverse? Also, I'm a bit confused on the jutsu portion. Do the academy jutsu count towards the starting limit? Could I create new jutsu, within reason of course, for the starting limit?

I've read the rules and guidelines, but it was a bit confusing for me.

Clan, then character. It'd be near impossible to get a character approved for a clan that was not approved. And if it was approved without a clan, it would have to remain without a clan, kinda.

Academy jutsu do not count towards the original 15 jutsu limit, no. You get to have all of those for free, as well as 15 other jutsu.

Yes, you can create your own jutsu if you wish! Though, just for reasons of speed, I'd suggest using the premade jutsu on the starting app, and getting your custom jutsu approved for use later on; just so that you can start RPing faster. Make sense?
