Hand Seals and Movement SC's: Do They Stack?

Simple question: do the "One-Handed Seals", "Blurred Hand Movement", and "No Seals" SC's stack? As in, are they upgrades of each other (like the Strength SC's), or do they each take up individual slots in the SC count?

I know that each is a prerequisite for having the other, but it doesn't seem very clear to me whether they are upgrades or separate SC's.

If they do stack, should it be assumed that a character with No Seals can also use the other two?

I could've sworn this question has been asked again and I believe the final answer was that yes, they do stack and they can use the lower ranked ones. I'm not entirely sure, either, though.

It is implied in the A rank SC No Seals that they do stack in that manner, so I have always assumed that they do.

From what I know, they stack and you can use them as freely as you want. It does look a bit strange in the SC guide, so I'm not surprised that people keep wondering about it. Heck I took a good moment to wonder about it.
