This jutsu may very well be one of the most powerful katon jutsu. This jutsu can only be used by someone who has Katon. So, the user must have ninjutsu and be at least of Chuunin rank.

This jutsu does not require any handseals but requires a large amount of concentration. During the first post, the user will gather a large amount of katon chakra into one of their hands, and charge it. This takes one post. After the above has been completed the user can either launch a powerful projectile of compressed Katon chakra, which can cause a large explosion (1 ft. -10 ft radius) or can compress it in their hand and make contact which something, causing anything that the user makes contact with be blown back one to ten feet, and can also destroy portions buildings and small to medium sized objects. This will also cause the katon chakra to travel through the target, causing severe burns on the area of contact.
This justu however, can only be used once by Chuunin, two times by Jounin, and three times by S-Rank Ninja. Anything above the limits for each rank can lead to death, as this jutsu causes physical and mental exhaustion. This jutsu costs B-rank chakra for each use, for each rank.

Perfecting chakra control is impossible, nothing is perfect. Also, if its B-rank how could anything below B-rank use it either way?

A post is less then a minute and sometimes varies in time, remove references to time limits and keep it to amount of posts.

Also, just cut it down to one post of charging, the jutsu isn't really powerful enough to have to charge for 2 posts =P

Whats the difference between ranks it is used at?

I'm assuming you can't make handsigns with a hand your gathering chakra into.

The difference between the rank is how many time the user can use the jutsu before they become so physically and mentally exhausted that death is an option of using it above the limit.
