In Sasuke's defence, this was a long time coming.

During the fight against the Ten Tails, our tagteam set the beast on fire. When Naruto told him to turn it off once they were ready to unseal the beasts, Sasuke claimed that he would make all of the beasts burn. When he claimed that he was going to change the world in a way that would benefit mankind, he claimed he wanted to become Hokage and change the current village system into a better one, one of his own personal design.

He was actually being really smart about it, waiting until all of the former Kage had been sent back to the other side before instantly initiating his plans and encasing the Bijuu in Chibaku Tensei. With the Kage in their cozy little cocoons, he just has to use his Doujutsu to figure out which ones have the Kage in them and murder them in their sleep. As for Naruto, he is the link between the Tailed Beasts, an aspiring Hokage candidate and an equal in that he too has Sage powers and 50% of the Kyuubi still inside of him.

Sasuke will never become Hokage through formal procedures in that he has become a wanted criminal in every corner of the world, but if he is to kill those people that stand in his way and also manages to kill Naruto, there will be no one standing in his way to literally claim the title and become a Tyrant. That said, Sasuke is what Kishimoto wanted to be when he grew up while Naruto was made in his image.

At this point, it will be Kishi vs Kishi, which should be kind of interesting I guess. Yeah, Japan is weird like that.
