I understand that the creation of the chakra strings to a puppet and moving them is in itself the base of puppet techinques but after that I'm a bit confused.

Do I need to create a techinque title for when a puppet uses a senbon launcher?

I could understand combo attacks between two or more puppets but not sure how to explain them and costs. Just looking to clear this up

No. The puppet's weaponry is activated via the chakra strings. There is no extra cost (unless the weapon is chakra fuelled) or jutsu involved. You just have to specify in your post that you're making use of the weapon. Something as simple as tugging on one of the strings (and explaining that this starts the mechanism of the launcher) will do.
