| Okay so I was looking through the rules and the difference between Equipment and Weapons is very vague. Currently, I am lead to assume they are ruled in the same manner upon creation. A B rank piece of equipment, say a cloak or that eyepiece of Deidara's would follow the same rules for creation as a B rank sword.
However, equipment limitations do not seem to follow the same chart as weapons.
"Note: This limit does not include equipment, and is strictly for weapons and weaponry users. "
That line is cut directly from the rules and can be found right underneath the weapon limit table. However, there is currently no table for how much equipment one can have. I'd like some clarification on both creation and limitations on how much equipment one can hold.
Also, I assume that equipment is categorized by being utility based as opposed to offensive capabilities. With this in mind, here is my Jetpack:

Name: Jet Pack Rank: A Type: Close Appearance: The Jet Pack is a direct upgrade from Meiko's Rocket Boots. While the boots still exist as they did, a larger, more powerful pack has been grafted to the back of Meiko's armour. Its design is extremely simple, looking only like a square shaped extension of the armour. It covers Meiko's upper back and extends out eight centimeters. The interior is hollow, the top of it has a flap to contain a small amount of weapons. The bottom has several smaller flaps that move when Chakra is applied to better stabilize the flight. When active, flames emerge from the bottom of the pack to produce lift.
The boots are large and metal plated. The metal plates shine as bright as polished steel. The base of the boots are made from leather and have been given a red tint. The boots will sit halfway up the user's shins with plates on the front and back of the shins. The rest of the metal is focused on the soles and toe guards, looking more like an attachment than an actual part of the boot. The metal soles are 4cm thick with two round holes in the bottom. In addition, a layer of thick, hard rubber has been added to the soles. This allows the user to move relatively silently when walking at a normal pace. Quantity: 1 Storage: Worn on the back and feet. Special Abilities: The Jet Pack features an advanced set of fuuin seals, granting it more powerful and more stable flight abilities. If any of the flames generated by the flight are used offensively, they burn with the power of a C rank jutsu.
Seal 1: Greater Flight: The main ability of the Jet Pack. A direct upgrade of the flight ability of the Rocket boots, this flight is far more stable. The main lift is generated from the pack itself while the rocket boots are used for balance. This allows the user to fly at speeds up to 2x their natural run speed (unaugmented by Special Characteristics or other abilities) and reach greater heights. The Jet Pack can reach a maximum height of 50 meters. Chakra Cost: 20 (5 per post)
Seal 2: Dash: The boots will fire off an explosive blast of fire chakra from the soles of the boots. However with this seal the blast is more powerful, but lasts only for an instant. This grants the user a short but powerful speed boost that can launch them up to 5m in the span of a second. This can also be used in mid-air to quickly change the user's direction. Chakra Cost: 6 per use
Seal 3: Overcharge: By releasing a large amount of chakra into the Jet Pack, the user is able to rocket themselves forward at immense speeds. Nearly becoming a blur, unless the user has exceptional perception abilities or doujutsu, their vision tunnels. This dash can launch the user up to 20 meters before disabling. The intense speed used results in the pack overheating and becoming unusable for 2 posts. Chakra Cost: 12
Currently this is classified as an A rank weapon. But if it's possible, I would like it changed and labelled as a piece of equipment (I can change the template as needed). Thus opening up a much needed A rank weapon slot.

| I apologize for the delay in responding to this.
I've been working on an update to well... everything, but in specific regards to this topic, a 'system' to define the abilities, usage and difference between Weaponry and Equipment. Given that US has been a conglomeration of people doing random updates without really insisting upon clarification as you may well have noted the Guides topic is more than a cluster-fuck, either with disorganized information or completely omitted details that should be there.
That being said, I'm just going to go with a quick 'band-aid' fix to address your question until I finish writing the update.
With few or no exceptions equipment should always consist of items that have a solid defensive, passive or supplementary aptitude. Examples include:
- Shields
- Masks
- Defensive Clothing
- Training Weights
- Ear-Piece Radio Mics
For the time being equipment will be judged by rank with the same quality restrictions as weapons.
For the time being I wont issue a template change, given that the template can largely remain the same, so all you will need to do is submit a modification to your Jet-Pack.

| Well no worries there, unless you count it being really big and heavy weaponized
