It’s your job to investigate these crimes. Do what you can to gather evidence, piece it all together, and bring these crimes to a halt. Just be careful how you conduct your investigation, as the culprit is likely to do whatever they can to avoid suspicion and make sure you don’t get your hands on any clues.

Is it okay if I edit the mission to be in kumogakure instead? I am able to do a mission while in the event right as long as IC they don't happen at the same time?

Technically you need Raikage's permission to mission in Kumogakure, the situation with the current Raikage is the same as with the other Kage so I'd say better send a clone back home to finish the mission.
