Heavy grey clouds covered the sky like a big dark blanket, wherever the sun was hiding it was hidden well. It wasn't usually this dark at this time of night, but it had been cloudy and rainy over the last few days. The storm was coming, Arashii knew it. This wasn't a problem though he loved the rain, he loved the storm. He loved standing out in it and admiring nature, as long as it wasn't too cold. So in a way, tonight was Arashii's view of a perfect day. The rain was pouring down from the heavens rapidly, leaving no time for a break as the constant downpour saturating anything it came in contact with. The sky was a dark, gloomy shade of grey but it wasn't pitch black, it was pretty far from it, even though the sun didn't display itself in the atmosphere it was almost like on the other side, it was penetrating the clouds so harshly, it made the visible mass of water particles shine their own dim dark light upon Kirigakure no Sato. Because of the so called horrible weather, most of the shinobi stayed in doors tonight, doing whatever work they needed to do that didn't involved strolling the streets of the village and getting soaked by the rain. However, Arashii saw this as a time to get out of his office and relax. The young Mizukage of Kirigakure no Sato sat upon the roof of the Mizukage's Fortress, there was usually a few Chuunin or Jounin guards on top of the roof to make sure the building was under constant protection from threats, but Arashii almost appeared to be in a generous mood, he allowed them to go home and get out of the rain, but although they thought the Mizukage was being nice, he did mean business. Arashii was accompanied by a single Jounin on the roof of the Mizukage Fortress, who was his designated bodyguard at these hours. Arashii sat one of the two benches that resided underneath a sheltered area of the roof. He sat in a light grey hooded jacket and a black pair of pants, he had none of his regular shinobi equipment on him, besides Maraikou which sat firmly in a holster around his waste and four uniquely crafted kunai that sat in his jacket pocket. The kunai were one hundred percent silver, polished so perfectly they even had a light shine. They weren't good for a projectile, due to how much heavier they were than regular kunai, they weren't able to glide through the air as easily, but they were as sharp as a tack. They weren't created for weaponry purposes though, they were crafted by one of Kirigakure's finest blacksmiths as a sign of peace. Arashii requested that they would be the perfect symbol of an invitation and it would help him distinguish who each Kage was, as the only one he had actually seen in the past was the Raikage, Hougaku, Riku.
The Mizukage of Kirigakure sat comfortably under his shelter as the rain continued to poor from the skies. When suddenly, three Kirigakure shinobi flashed onto the roof at the same time as the first lightning strike. Appearing before him soaked in the rain he gestured them to approach as they walked under the shelter and stood before him. "Storms coming.." he muttered to them. They didn't know what to reply to him, so one of them decided to speak up. "Sir, you called us here and told us to be prepared for a mission, what can we do for you?" the one on the left asked. Arashii glanced over to him, he didn't cut Arashii off, he wasn't rude so Arashii wouldn't retaliate harshly. Arashii drew three of the four kunai out of his pocket. The kunai shined at the shinobi as they observed them. Instead of having a loop on the end, they all had a crystal shaped end, which at the point had a sharp point. The handle had a small groove that allowed the fingers to sink into it for a more comfortable grip. Closing to the head of the kunai, still on the handle, was a small snake that was chipped out of the silver perfectly even the scales were able to be seen. Finally the head of the kunai, which glistened more than the rest of the piece, as it smooth body and perfect edge made it a very desired piece, the symbol that rested on both sides of the head was unknown even to that of the Mizukage.
"Your task is simple, yet it is of grave importance. Each one of you will be delivering a message to a different person, these people are the Kage's of Kumogakure, Sunagakure or Konohagakure. Arashii gestured the man on the left to approach, as he did so, Arashii removed one of the three kunai that rested in his left hand, grasping it with his right and handing it to the man. "Hayai, you are to take this to the Hokage, Littner, Kamina." Hayai nodded and stepped back into line as Arashii gestured the man in the middle to approach, he repeated the process removing a kunai from his left hand and gave it to the Kirigakure shinobi. "Kiiro, you are to take this to the Raikage, Hougaku, Riku." Kiiro took the kunai and stepped back into line as the third man approached, Arashii handing him the final kunai. "Sairento, you are to take this to the Kazekage, whoever he or she may be." Sairento joined his comrades, Kiiro and Hayai with the task being half explained as they awaited the rest of Arashii's orders. "You are to tell them that these kunai are invitations to the Kage Summit I will be hosting, they are required to wear their Kage uniform and are also required to bring the kunai to the meeting as a symbol to prove that they are indeed the Kage of their respected village. The Summit will be held in the Yutaka Fort in Tea County, they are permitted two escorts." Arashii pulled his kunai out of his pocket and fiddled with it in his hands. "They are scheduled to be there in one weeks time." Arashii finally said. "Now go, deliver the message and don't fail me" Arashii warned in a dangerously firm tone. The three men disappeared in another flash of lightning as they set out to deliver the message that Arashii requested. The Mizukage looked down at his kunai, thinking of his friend Ahora, he suspected she'd be back over the next day or so and she would be his escort to the event. Everything was coming together, Arashii was going to try to single out each Kage and attempt to possibly form some sort of alliance, only to stab them in the back later. Step One, would be hosting the Chuunin Exams to prove that Kirigakure had the type of shinobi another nation would want to ally with. It disappointed Arashii that his devious and long awaited plan partially relied on the Genin of his village, but deep down he did believe that Kirigakure's young shinobi would prosper during the exams and be victorious.
