This Characteristic is not attainable upon Registration

After hours have turned into days, and days have turned into weeks which have turned into months, the user of this trait discovers that the time spent training has borne fruit. Now with almost super-humanly powerful legs, the user is able to run about at speeds unlike any other person. The maximum speed that a user of this characteristic can reach usually numbers at 250%, or 2.5x, the speed one would expect from one of their rank. However, they naturally move at a speed that can be counted as 150%, or 1.5x, of what one would expect from one of their rank. As it can be expected, moving about at these speeds has it's drawbacks. Though the holder of this trait is able to move about at 150% speed with no limitations, moving about at 250% speed is another story. The holder of this trait is allowed 3 bursts of 250% Speed per topic, however, doing so will lower their speed to 100% of what one would expect from one of their rank, effectively negating the entire point in possessing this characteristic.

You need to write this up like a special characteristic, like any other ones you have on your application. It will also require an example to how fast you can move, or a percentage, as well as a downside. Your body must go through some major strain if you continued to move really quickly. You compare this to Rock Lee like speed, does this imply that you have leg weights? How many posts can you run at a top speed for before your legs begin to fatigue and strain?

1. Not sure I did this right.

2. Tried my best to put a number on it.

3. Rock Lee was already as fast as he was without his weights. His muscles had already been sufficiently developed. The main point behind wearing the weights was for A. Might Gai is kind of crazy. B. To Restrain Lee from moving about at his top speed at his own leisure, and thus, flaunting his abilities where they need not be flaunted. As such, my answer will be "no", no weights will be included.
