Mission Objective: An enclosed scroll from the Kazekage has been told to be delivered to a correspondent in River Country, and Initake has been the one chosen to deliver it. The scroll contains enclosed information, but Initake was told it was important. So, that being the case, he was told to act with "great haste".

Afterward, Initake is to travel with the correspondents for a short time, and then travel to Tea eventually to quell a rebellion. A foreigner to Tea Country had arrived in Tea Country a few weeks prior, expressing his political views, which gained popularity immediately. Now, after these views had been executed as laws, people have started to begin to grow in discomfort, arranging small uprisings. However, a large one had been occuring for days, with any casualties. Initake has been ordered to rid the Country of this Tyrant, and cool the Rebellion, before a Civil War emerges.
