I know this isn't a big deal but I've been very curious...

What/Where are the limited Jutsu list! And if they are in fact limited, does that mean that some powerful techniques can be used by certain individuals with special rights to them!?

I know this is probably a work in progress, I just want the satisfaction of knowing that it's being worked on somewhere.
