Using Jutsu for Aesthetic Effects

Idk if I spelled aesthetic right.... ANYWAYS, yes, what if you simply wanted to use a jutsu to look cool or for visual effects or anything uncombat related or un mission related or un anything related. For example, starting a fire for warmth with a katon jutsu or reading somone's mind just to see what they're thinking, not to extract information. Ummm, causing electricity to form in your hands as a warning to somone approaching you. Ya know? Would it still cost chakra or in those scenarious exceptions?

That's perfectly fine. This is a Naruto RPG, you're suppose to do things like that, or else it would be quite boring. As long as its not combat related to another member its not a problem.
