Summons are very powerful creatures in the Narutoverse and most people seem to like'em. However, there are a few rules to make sure every shinobi has a fair chance and securing and creating a summon of their own;

The Kuchiyose no Jutsu Technique must be learned in someway and added to your jutsu list. Without this technique summoning your summon is impossible, so don't go to all the effort of creating a summon if you do not have this technique, because you will be be allowed to use it. An example of the technique is given below. You do not need ninjutsu to learn this technique

Description: A powerful jutsu, Ninpo Kuchiyose allows a ninja to summon animals, objects and the dead to fight on their behalf. There are many ways in which the ninja can sign a contract with a summon but it is usually done with the ninja signing a blood contract with the animal species. This allows the user to summon different size and skilled animals to fight along side them, or on their behalf.
If another member on the site has created a summoning contract with an animal species that you would also like to have then you have to ask for their permission to use that species. It is first in, first served and if that member created the summoning contract with that species first then you will have to ask their permission to create a summon from that species. There will be a list up of the owners of the animal species in the Creature Creations Area.
You can only have a single summoned being at a time and can only summon one beast per thread unless you possess [Ninjutsu] as one of your two main specialities and you have a special characteristic outlining your proficiency with summoning. Otherwise, multiple numbers of summoned creatures could easily be stacked on top of one another.
If summoning is special ability that is clan related i.e a clan that your character is a part of and they specialize summoning then you are allowed 2 more creatures than normal (within your given/available ranks at it's maximum). You must have [Ninjutsu] as one of your two main specialities and you have a special characteristic outlining your proficiency with summoning/clan relation.
A member may not have a summon from two different species. You are only allowed to create a summon from one type of animal per character. Also, if your summon has an elementally affinity than it must be the same as one of the character's and they can only possess a single element i.e Your characters elements are Lightning and Wind, your summon can only use either Lightning or Wind. Summons cannot possess advanced elements.
There is also a limit of how many summons a member is allowed per rank. The limit is as follows;

C-Rank Shinobi: > 2 D-Ranks, or, 1 C-Ranks.
B-Rank Shinobi: > 3 D-Ranks, or, 2 C-Ranks, or, 1 B-Rank.
A-Rank Shinobi: > 5 D-Ranks, or, 4 C-Ranks, or, 3 B-Ranks ,or, 2 A-Rank.
S-Rank Shinobi: > Unlimited in all but S-Rank summons, are allowed 2 S-Ranked.

* Please note that all these creatures must be of the same species. So say at A rank you can have 5 different badger summonings, not a badger, a bat, a crocodile, a swordfish, and an orangutan.

* In addition, you cannot mix and match between ranked summons. A Genin can only have one C-Ranked summon. Not one C-Ranked summon and then two D-Ranked summon. Therefore, all summons should be of the same rank (unless your character is S-Ranked).
There is a limited amount of jutsu and speciality type techniques that your summon/s can possess to the rank of your character. This way your summon can only be used for support instead of a primary weapon. D to A rank summons can only use specialities that are either ninjutsu, taijutsu, genjutsu or weaponary. S-ranked summons may possess any speciality type. The limit is as follows;

D-Rank Summon: > 3 jutsu, 1 speciality type (nin, tai, gen, wep).
C-Rank Summon: > 5 jutsu, 1 speciality type (nin, tai, gen, wep).
B-Rank Summon: > 8 jutsu, 1 speciality type (nin, tai, gen, wep).
A-Rank Summon: > 12 jutsu, 2 speciality types (nin, tai, gen, wep).
S-Rank Summon: > 15 jutsu, 2 speciality types (may have any spec).
Maximum allowable height for Summons by Rank:

C Rank - 10ft
B Rank - 50ft
A Rank - 100ft
S Rank - 200ft
