I'd just like to know something? Is summoning a Ninjutsu, meaning that those without Ninjutsu specialty cannot learn it until they are 2 ranks above the technique i.e A rank?

The Summoning technique is classed as a Ninjutsu technique, thus meaning you will require the Ninjutsu specialty in order to learn it. Like you also stated, you can learn it once reaching S - Rank, not A - Rank.
