From what I've seen the only one actually closed is the Summoning section, the rest is all up and running. In fact people have been training and been graded since this topic has been brought up. If you feel that you're topic is being ignored or forgotten, all you have to do is PM or talk to a Staff member in the chatbox asking if they'd take a look at it.
