Currently the site does not include an area in which you can post for a team, however, you are able to go about messaging certain members you feel would help benefit in making a team with. If you manage to gain enough support from another two Genin and a Jounin leader then you have yourself a team right there! Of course though you will have to roleplay out meeting each other and accepting the idea of becoming a team. Let's also not forget that you can join a group called Gurentai if you so wish, it's basically exclusive to Genin and if you wish to learn more about it then simply message Kija, he's their leader.
