Shunshin no jutsu, or the Body Flicker Technique, was not ANBU-exclusive in the Naruto manga/anime...

Correct me if I'm wrong, but the Fourth's life was centered around Shunshin no jutsu, and he didn't have any visible ANBU history.

Gaara has used a version of Shunshin no jutsu, and then the brat was still a Genin.

I don't think it should be that exclusive.

Temporary Paralysis? Now, that's an indisputable ANBU technique.

Why is this such an issue?
You can apply for ANBU trainee at C - Rank and work your way up faster to gain the ANBU rank, thus access to the techniques.

They arent Anbu exclusive anywhere but here for the sheer fact that it is trying to be more controlled that it should be, Shunshin at the least. Plus, not everyone knew about becoming an Anbu trainee, and of course, not everyone wants to sign up for that.

Thats the main issue. In order to get a widely know technique such as Shunshin, which EVERYONE in the village knows above a certain rank (Kurenai, Tsunade, Jiraiya, Orochimaru, Kabuto, Asuma, etc) who werent in the Anbu, you need to join the Anbu? Thats just adding more restrictions on an already highly restricted site. Eventually the restrictions are going to dissuade users because it would be nigh impossible to do anything.

Maybe a compromise is in order? (I know, dirty word across the pond but it's better than running around in circles). Especially since there is at least one very canon character who WAS based on the Shushin - Shushi no Shushin (aka Shushi of the Mirage). The best friend Itachi drowned to get the Mangekyo and whose eye Danzo had implanted because it was supposed to be able to control thoughts.

Have a basic version that leaves behind the tell-tale smoke/ leaves/ whatever and is only useful for longer-range travel due a minimum range, the number of hand seals needed, and the sheer "A NINJA WAS HERE!" cloud of smoke/ leaves/ whatever it left behind. Then have a second ANBU-only version that has a shorter maximum range, no minimum range, and produces no tell-tale entrance/ departure marks.

That way those who want the Shushin for their characters as a "cool way to enter or leave" can have it without it becoming too useful in combat, while those who want to flicker around the battlefield can pursue the current version with it's improvements.

Just a random thought.

You realize all the names you mentioned are not genin? Even if it weren't ANBU exclusive, the high speed movement produced by Shunshin is obviously above genin level. Gaara is also a host for a bijuu, has way more chakra and control.

Lettuce be cereal for a second here and actually consider who has learnt the Body Flicker technique in the show.

With the exception of Gaara, who was a Jinchuuriki and obviously had a greater deal of chakra and control much like Outcast said and Haku, who was most likely taught this by Zabuza, an ex - ANBU. As well as Sasuke, who was taught this by Kakashi, another ex - ANBU. Every other character who has performed this would have most likely served as an ANBU at one point in their lives, especially Kage's. So taking that into consideration, it's the best move for this to be only allowed with ANBU members.

I believe Kureani Yuhi also used this technique at some point and what information is available indicates she was never ANBU (having only just been made a full Jonin before taking a genin team at the start of the series).

Personally I'm not really worried about the technique as it could become a real balancing nightmare plus it's over-use makes the Flying Thunder God seem less an "OMG it's the Yellow Flash - FLEE FLEE" ability than it was said to be. I would just rather have all the likely arguments covered. Thought I am still partial to my "two forms of Shushin" compromise as it explains why some for some of the elite jonin (Asuma, Kakashi, Itachi) it had a distinct tell-tale signature while in the hands of cannon-fodder ANBU it had none and seemed much faster.

Not everybody wants to be ANBU? Thats fine they don't get those bonuses of those jutsu, like every other profession there are certain bonuses, some of them are jutsu some of them equipment, missions etc. Even passive advantages, the point is just because its in the manga doesn't mean its on here. There any many techniques that were seen in the anime or manga that aren't exclusive and go to professions too.
