S-Rank and the tame Shinobi

Pardon moi, but methinks there's something I need clarification over, and perhaps a looking into.

I was going through the Rules and Guides (hope I'm right), and I saw that when a ~~tame Shinobi~~ Shinobi in a village reaches Jounin status, and there's already 3 Sannin in his village, he can't become stronger, yet no embargo is placed on their counterparts ~~in the wild~~ who have gone missing.

True, the Hokage should be the strongest in the village, but I think that restricting other Shinobi from becoming S-rank gives the ~~bush~~ Nuke-nin an unfair advantage.

Unless anyone who wants to master many S-rank techniques should become ~~undomesticated~~ missing.

Just a thought.

There's two levels of Jounin though I think, A-rank and S-rank.

Second Post: Yes it is in our systems, Experienced Jounin is the counterpart to S-rank Nukenin since Exp.Jounin is an S-ranked Jounin.

At each customary title you receive a slight bonus besides the increase of Chakra Points, that system is as seen below. Please note, these aren't free however they must be trained as if they were any other kind of jutsu.

Genin - C-rank and below.
C Rank Nukenin - C-rank and below.
Experienced Genin - C-rank and below, 1 B-rank.
Chuunin - B-rank and below.
B Rank Nukenin - B-rank and below.
Experienced Chuunin - B-rank and below, 1 A-rank.
Jounin - A-rank and below.
A Rank Nukenin - A-rank and below.

From what I read there, Experienced ~~house cat~~ Jounin kinda falls short of the S-rank ~~Bush cat~~ Nuke-nin.
