Suiton Techniques

Out of all the elements, Suiton is probably the hardest to use, because the majority of its techniques require a water source or even worse, leave the need for a source of water other than the user, rather ambiguous. In the manga/anime, the majority of the techniques seem to be formed from a nearby water source such as a lake or a river or even from vapour found in the air, where the chakra is used to control the source rather than to create its own. On the other hand, shinobi such as Kakashi, Kisamt, Zabuza or the 2nd Hokage could use very high ranking jutsu which would normally require huge masses of water, by producing it themselves. Which leaves an issue.

I propose that there are rules made for the use of Suiton jutsu. The rules should include these three potential aspects:

At which ranks does a user need/doesn't need a water source OR which techniques require a water source (some jutsu are different than others, and the same rank doens't mean the same amount of water)
At which Shinobi rank, if any, is the person allowed to use more jutsu without a water source - maybe he needs the 'Suiton Mastery' Special Characteristic to do so
WILL will there be a Smaller cost if the user decides to use a water source AND Extra cost, if he doesn't use a water source?

Creating water out of thin air wasn't something I recall seeing Kakashi or Zabuza ever do, The Second Hokage obviously could because he was the master of Water Release and Kisame, well.... That mofo's got a lot of chakra, so producing masses of it shouldn't be something most people could do, even with the Suiton Mastery SC.

As for the need of a water source, I thought that would be common knowledge, something an opponent could pick up on and inform a moderator if the situation arises, this all usually depends on the user who opens their topic and how detailed they go into their environment, which should be quite specific when battle is certainly going to occur. Personally, I don't think we need to establish absolute rules merely based off what you've listed above.

To add to what Adam said, Kisame never created water from the air. As you might recall during his fight with Killer Bee and his second fight with Gai, he instead vomited out a lake's worth of water to overcome that issue.
