Specialities and Clan Techniques

I was just looking over some of the approved characters (in search of inspiration for a side project) and I think I saw a few that were genin-ranked and didn't have ninjutsu as a specialty but had clan techniques listed as part of their arsenal. Ditto for taijutsu (Rysa came to mind - not to pick on you but it managed to stick in my rodent-sized brain).

Does that mean if something is a clan technique, even if one doesn't have a specialty in that area, all clan members can learn it? Or is my brain just shorting out again and causing me to suffer massive hallucinations.

Not that I'm supposed to be doing this, I felt that the answer was pretty obvious. If they don't have the specialty for it then it seems quite simple that they wouldn't have it. Why else would we be limited to two specialties?

Of course you can do this, this areas for everybody to get input, its just he shouldn't rely on your answer alone without confirmation from a staffer, which I'm doing now.
