I believe Kana made a summoning, which was locked due to the fact they were under a temporary ban. Also, I believe he has written about his character obtaining the summoning in his character biography, and I think he wants to know if that means he still has to train it. Just guessing here.

As for the question which I somehow missed, I don't believe there is a rule against restricting you from roleplaying the contract in your application, so you wont have to re - roleplay it.

ok, so if there are any doubts, the contract was my sample roleplay in my application which also explains why I had wind country summons. Unless there are any questions this topic is solved
