Mizukage

Hey before I made a character I wanted to know what was going on in Kirigakure?(Though doesn't look like much.) Thought of getting it started, and making the Mizukage. But not sure if there were already plans in place.

Typically, A TON of preparation has to go into place before a village, and all of it's shinobi (ie. Mizukage) can be developed. I can assure you, even though I am a low-lifer; that Kirigakure will not be developed into a village in the near future due to 1. Kumo just being developed, 2. lack of activity to fill 3 whole active villages and 3. lack of plans.

There is little more to say. Currently there are no plans of adding another village - if we do consider such, there is no telling which village it would be. Additionally, it's unlikely that we would allow the public to know, who the Kage is, seeing as we would want to be perfectly sure that said person would be active. That, and we would need to make sure that everything of his - the Application - looks super sweet awesome sauce tropper booper MARINES! Hoo-ah.

So yeah, please don't make a Mizukage Character.
