The KKG ability is known as a hereditary mix of Wind and Lightning element chakras to create Static Release, or Seiton. Static forces are those that bring moving objects to rest, as Newton's law of motion suggests, " The velocity of a body remains constant unless the body is acted upon by an external force." These naturally occurring forces that bring an object to rest from a moving state are friction, pressure, and resistance. The Static Element, thus, is one that controls the forces that stop movement and decrease momentum. To put even more simply, the Static Element slows things in down!

Static release can be used to erect barriers or areas of dramatically heightened pressure and resistance, drastically slowing or stopping things that attempt to move through them. Static forces can also increase or decrease friction between two objects, acting almost as an adhesive keeping them together, or reducing friction to null allowing for slipping and gliding. As supplementary use, static release can make the users movement perfectly efficient, allowing one to move void of air resistance. Techniques can also be used to stop physical advances on a dime, making it great for taijutsu and weaponry users. Fuuinjutsu seals can be imbue with static release chakra to stop the movement of anything that they are applied to or otherwise burden the target. The techniques themselves are used as barriers, or 'pulses' that quickly change the atmosphere to extremes of static forces.

In summary Static Release controls:

-Air Pressure (Air vs Air)
-Wind Resistance (Air vs Solid)
-Adhesion (Solid vs Solid)

In order to slow different medium down, making them easier to avoid, or easier to hit/neutralize. Most commonly through chakra convection (touch) or by sending shockwaves or 'pulses' through the air to manipulate the air in the same way one would the wind element, though temporarily, to slow down object in mid air. By capturing an entire area in the slowing effect, it can seem as though one is literally slowing time down, though this is in extreme and most powerful cases of the Static Release abilities.

History:
At first it was thought that the hereditary ability of the Seiton was a clan curse. The power of wind and lightning were powerful independently but they were originally assumed to be together, useless. Those who had the genetic difference were considered flawed, as the nature of the third element seemed to nullify all power all together. As the seemingly dominant trait of a curse plagued more and more, they began isolating those with the difference in an attempt to prevent others from the clan from having children with the curse. It became known as the curse bloodline, and after decades of elders toiling with what seemed to be a problem, they decide to go their separate ways an in a cruel decision, exiled the 13% of their clans population with the advanced element trait. The portion of the clan that was exiled became nomadic and had to rely on survivalistic in order to stay together. Ironically, it was only two years later that the main clan was devastated by shinobi in the crossfire of war between two of the great nations. They would never recover from the battle.

As for the clan that was exiled, the changed their name to the "Odolwa", meaning "Forsaken" and settled into various cities on the outskirts of major nations. These cities were known for their commuter commodities and often featured a broad range of entertainment and hotel options. The foreigners thrived in places like these, establishing their own businesses and taking root in the more adult side of entertainment (not prostitution, like gambling rings and shit). They had established their own mafia, and were known as the clan of Vice's, as they often profited on the selling and trading of illegal weapons and substances. Needless to say, the Odolwa clan was one that grew strong in the darkness. Many generations of the family grew into this mafia life style, forming a strong foothold in many cities. This eventually caught the attention of surrounding shinobi states, and soon they found themselves dealing with even more shady individuals with themselves.

The Odolwa found themselves in the crossroads of interests. While they would be striking a deal with one nation or city, another would be attempting to hunt them down and prosecute them. The Odolwa were forced to sharpen up their operations and even began training and hiring their own militia as guards. It was only then that they recall the old abilities that lacked power. The third element that was considered a 'curse' had still been passed down, but now that science of chakra had been improved greatly. When inquiry into the ability began once again, it was discovered that the ability to 'do nothing' was in fact the strength of the third element. It had proven to be simply misunderstood when in reality it had the capability of stalling and stopping the majority of other elements and jutsu. It was the perfect body guard element. The clan cultivated this power over years, though still being a modern and new ability by the standards of the world. The Odolwa, unable to completely train their own men in the shinobi arts, would begin sending individuals and families to different villages, striking up deal in order to have them trained at the various academy. The Odolwa was more or less a notorious clan and any village in which their members become affiliated with are often shady, witty and loyal to the Odolwa mafia, though managed to stay under the radar long enough to remain an un-priority among shinobi affairs. To this day they walk the grey line of morality as they continue to survive in the only way they know how.

You need to rephrase the description because you say that you're focusing on one moving target, yet a shock wave is shot out. Waves generally tend to spread out in multiple directions and tend to affect everything in their path. Perhaps a beam of static? Or a static charge that builds up as the object moves that you're free to manipulate?

Ok, so this one there isn't much of a problem with. Although, I would like to see it as a progressive-rank jutsu simply because each time you'd probably have to adjust to the new force put on by a new technique.

You'll need a sustained CP cost because it only works as long as you uphold the jutsu. I'll say 2 CP per post, unless you can give me a reason as to why it should be lowered.

Because this is a potentially game changing jutsu, and affects those within the radius so greatly there needs to be 2 changes made. The first change being that it hops from an A rank jutsu to an S rank. Secondly, enemy speed is reduced to 1/5, a huge reduction.. how about their movement slows down to 2/5 of their normal rate. If you can give me a reason as to why it should go to 1/3 instead of 1/5, I may listen.

Opposing Resistance - I defined it as a 'pulse' that captures an area. The range has a width of effect of a single meter, so unlike a shockwave it doesn't permeate outward. Hopefully that helps?

Same query, is it possible for someone else to recognize what is going on with their jutsu or do just throw two hand signs and anything you want within 15 meters slows to a crawl?

Incredible strength is defined as what? Also, both the chakra cost and the upkeep cost need to be higher for this, especially with the ground that it's covering. Also, is there any noticeable cue that this jutsu is in effect? The similar technique, the starch capture field, has the obvious cue of water. Is this just an instant "you're glued to the floor and I can move freely" thing? Does the water walking technique negate this like it would the Starch capture field?

Affected, and this needs an effective range. Influencing incoming projectiles as they're coming to you is not supplementary, you're influencing an object before it touches you, how long before it touches you needs to be defined.

This isn't B-rank. There also needs to be a sufficient chakra cost added on to it. If this affected everything, it'd be fine, but it's possible to just have the user stroll through it and that makes it cost suitably more.
