Third Specialty?

Question:

I read somewhere before that if you are S-Rank, then you can have a third specialty, as long as the third one contains only C-Rank Jutsus. So is this only for S-Rank? What about when I am A-Rank? Or B-Rank? What rank of third specialty jutsus will I be able to use?

Thanks Kiseki. Wow, that was quick! One more follow-up question:

What does this mean? So my character is Ninjutsu and Weaponry. I want him to have Genjutsu in the future. So he can only have 5 C-Rank Genjutsu?

I see, so Kiseki, what do you think? Should I switch from Nin+Weap to Nin+Genj? What is stronger, in your opinion, S-Rank Genjutsu or S-Rank Weaponry?
