I want to ask this one question.

Since Chakra Absorption and Healing Hands allow the user to spend higher Ranks worth of chakra to achieve their affects, yet start at C Rank. Does that mean a Genin can spend the full amount of chakra cost for that technique or are they limited to what their rank could spend on a normal Ranked Jutsu? [Ex. Is a Genin maxed out at spending a B Amount of chakra; Chunnin an A Amount; so on and so forth.]

Ninja can only use jutsu of equal rank to theirs, unless they're a special rank like Exp. Genin, Exp. Chuunin, etc. Even then, in order to access a higher ranked version of the technique (ie. go from C-rank shousen to B-rank shousen), one must expend the necessary EXP for the upgrade, as detailed in the EXP guide. As such, to go from C to B, you'd need to be both B-rank, and spend 15 EXP on the upgrade. This is just to prevent people from creating multi-ranked jutsu to avoid purchasing later on.
