As for your issue though, unfortunately there would not be an adequate way of making your character the originator of that technique. Normally one could just apply for a Special Characteristic that granted a similar effect, but the details of your bloodline ability are far too drastic to be simplified into a single SC. Therefore, you'd have to create a clan. You may however, state that your character is the originator of the clan, and thus the prime member. We just cannot have you create a technique, then proceed to define its abilities as you RP. That would be both metagaming and power playing; as you could simply change the ability to suit your environment. As for storing electricity in the blood stream itself; that would be virtually impossible. You'd immediately die just doing that. Your veins aren't insulated rubber wires that can store electricity without it escaping. The electricity would in turn shock your character immediately. Chakra is also not a valid way of keeping it maintained, since that would require pumping chakra through your body every waking minute; which would end up exhausting and killing your character.
