In the Ultimate Shinobi System it says you get EXP for killing nukenin. So does that mean it has to be people on the sites Nukenin. Or random nukenin loose in the world?

On US you get bonus EXP for killing playable characters, not Nukenin. So for instance if you kill another character from a different village you'd get bonus EXP added to your account. Of course any killing done could have consequences.
