Mission Title: Catch Him If You Can
Mission Location: Fire Country - Tanzaku Gai
Mission Participants: Genin
Mission Rank: C
Mission Objective: A mysterious cloaked man has been going into the shops at Tanzaku Gai and shop lifting valuable items. He has hit nearly every store there and plans to keep doing it. The reason he has not been caught is he seems to have an abnormal speed. One moment he's right in front of you, and the next he's gone. Your mission is to catch him, apprehend him, and bring him in for interrogation. As a note, this man is not a shinobi, therefore he does not know any actual techniques, and so the only hard part is catching him in the act before he disappears abruptly.
