It is always interesting to watch the evolution of something as small as dust form into something grand and of lengthy power. So too was the case with Kirigakure. The now powerful force started out as nothing more then a small village, still holding onto the alias of Kirigakure. However, what it was then was nothing like what it is now. Little more could be said about Kirigakure in its beginnings, and it was made to live in the shadow of another, much more mighty village. This village's name was Namigakure, known by most as the Village Hidden in the Waves. It was a huge country that took over the nation's military strength and assumed control over the smaller countries around it, as well as the smaller pockets of land that had once been unclaimed. Kirigakure, among other villages, worked as a slave for Namigakure, trapped by fear of Namigakure's powerful shinobi force and made to be a large part of the Wave Village's economy, contributing to a large portion of Namigakure's resources. Years and years went by like this for Kirigakure, and whispers of rebellion started to stir among the members of the village. Although it had been forbidden by Namigakure, Kirigakure had started to train shinobi of their own, developing stylized jutsu of the village and putting forth great talent without letting the other nations know of their rule breaking. However, it was not until the motive to grab independence became official that Kirigakure began to become a small power. Namigakure was not a village that showed kindness and respect to all people, and instead they had large issues surrounding racism within the boarders. The leaders and government of Namigakure cast out those that had been born into bloodline clans; those that were born with the gift of kekkei genkai. The government had begun to become more and more corrupt, choking on the power that it had gained over the years, and fearing the one thing that those with massive power fear - losing their power. Those that were without the abilities granted by a bloodline or kekkei genkai began to fear those that were, and instantly the government of Namigakure started passing law after law to oppress the bloodline clans. Finally, a law was passed that flat out denied the members of these clans to become shinobi, and made them appear to be second class citizens that hardly belonged in the village. Instantly havoc broke lose, and rebellions started to catch fire from within the village. The smaller, more volatile clans of Namigakure rose as the first wave of rebellion, stepping beyond the point of peaceful protesting, and demonstrating their powers as a means to threaten the government. The displays of power did not bode well with Namigakure, and soon a civil war had begun.

It was this that offered Kirigakure the opening that it needed. Their own small, yet formidable military had began to grow in power and size, and it was finally the time to release it. Kirigakure's leader, a strict man of minor shinobi training, was a man that was much more strong in his politics and negotiations. As such, he used his charisma to form a kind of alliance with the clans that were being pushed out of Namigakure planning to use the incoming shinobi's bloodline power to boost his own military's strength. At first, the clans were unable to trust Kirigakure as a whole, seeing as it had not been friendly towards kekkei genkai shinobi in the past. However, as time went on, and more and more shinobi were killed, the clans turned to Kirigakure and the other allied villages for support. Not out of wanting it, but out of needing it. Instantly, Kirigakure accepted their new fate as the spearhead for such a movement, and they revealed their own shinobi to Namigakure, infiltrating the village's boarders under the false pretense that they were still in support of Namigakure's ways. Kirigakure's strike was a large one, however it would have been a complete loss had the bloodline clans not backed everything that Kirigakure did. The Hidden Mist's strategy was hard to top, and they used the enemies numbers against them, taking down wave after wave of the oncoming shinobi, using the Wave Village's city as the battle ground and thus forcing the Namigakure shinobi to soil their own home as they fought to defend it. However, there was no quick victory on either side. Instead, the war raged on for years, Kirigakure some how coming up with enough forces to fight against Namigakure through the use of other, small villages offering their mediocre shinobi. However, as the wars raged on, it was made clear that Kirigakure was to become the victor of the numerous battles, securing their control over the lands that Namigakure had once owned. This was made clear by the assassination of the Suikage, the leader of Namigakure, officially ending the war and resulting in Namigakure's defeat.

Kinzou Watagari, the man that had commanded Kirigakure as it won its astonishing victory over Namigakure, took the role of the first Mizukage, despite his low levels of shinobi training. He was a man that, despite his facade of justice, was bent into the dark pools of corruption. Quickly, his thoughts started to mirror the very same thoughts that had caused the war in the first place: the bloodline shinobi were a threat, and needed to be dealt with as such. Complaints started to surface when the bloodline shinobi were not positioned as the Mizukage, or any of the leading governmental officials, and instead, only members from Kirigakure had been placed in offices of power. Coming down from the high of war, it was not entirely unlikely that the bloodline shinobi would begin to protest, and it was possible that such protests would go beyond the line of peace, as they had before. Kinzou foresaw the clan based shinobi becoming a problem, but knew that he could not realistically fight them off with his own shinobi - especially not after the war had claimed the lives of most of his military. However, the growing threat had to be dealt with regardless, and Kinzou devised a devious plan that was conjured up with the soul purpose of weakening the clan members that possessed kekkei genkai to the point where they could be destroyed and eliminated. Kinzou started to send out his own, elite shinobi, disguised as shinobi that belonged to some of the numerous factions that had broken off from Namigakure and huddled around Mizu no Kuni, the land of water. At first, nothing was detected, but soon the kekkei genkai shinobi caught on, and Kinzou was brought into the spot light for his actions. What ensued was not civil war, per say, seeing as it was too short to be called a war. Instead, it was more of a coup, in which the shinobi elected a new Mizukage by the name of Yamine; this shinobi being of a clan that offered her a unique kekkei genkai ability. It was the first act of peace between the non kekkei genkai shinobi and the kekkei genkai shinobi. The woman that had been placed in office was young at the time of her appointment, and lasted an extremely long time, dying in her older years, and giving the spotlight to a new Mizukage - one that had worked within the political realm as well as the shinobi realm. Sandaime Mizukage, Inoshi Yamanaka, took over the village, his rule becoming one of strict expansion and high standards. He had not given the Hidden Mist Village the title of "The Bloody Mist," but he surely did not try and deter the name. Stability, however, now overtook Kirigakure, and a solid, respected ruler stepped into office.
