Well the fact that you can't just spam to gain the ability to PM anyone, seems like a redundant system wouldn't you say? What if I'm new to the site and need help? Do I just break down the constant shit storm of text that is circling around inside the chatbox?

Understandable but why have a minimum post count in the first place? All it does is piss me off when I want to PM my friends on the site, but need to make these bullshit topics to do so. Ironically it would ultimately chase me away from the site, much like how I'm feeling right now.
