Detection & Travel Time

TUC introduces the concept of detection and travel time to replace most of the permission based restrictions that were common place in old US. TUC was not only designed to allow for a interactive storyline to replace a lot of understandable yet immersion breaking prohibitions with limitations. The following rules are important and must be observed

Detection

In TUC no topics can be marked private with the exception of social threads in one’s home territory. All other threads can potentially be entered by other nin with deadly intent or otherwise. Likewise unless agreed not to before hand with all parties killing is allowed in all threads. However in TUC you must know that a person is there to kill them or even enter a thread. Entering a random thread to kill a particular person because you know he is there OOC but not IC is unacceptable and counts as meta-gaming. You or your faction must have detected them before you can act on the knowledge. Acting without having detected them or prior to detecting them is META-GAMING and will invalidate any subsequent post/thread and may lead to sanctions against you.

How does detection work? How do I detect someone?

There are two strands of detection, personal detection and Village Detection. The former relates directly to what a specific Nin can detect and the latter are cases where everyone in the village will be aware of that’s persons presence

You can only personally detect other Nin’s presence in the following circumstances:

1) Where you are already in the same specific area as the other Nin when they start a thread or to post – In this scenario you will be aware of their presence immediately. This only applies to smaller definable areas, such as particular village (rl village not a shinobi one which is far more akin to a town or city), small town or part of a city. Being in the same Shinobi Village but a different part (different sub-forum) or in one of the very expansive wildneress sub-forums is not enough since the great Villages are often miles in diameter and full of distractions while a wilderness section could over 100’s if not 1000’s of square miles of land. I would like the reiterate the importance of being their already. It is not possible to simply detect another Nin by entering an area you know he is in OOC after he posts, this is consider a form of meta-gaming.
Exception: Nins with particular powerful senses (ones capable of detecting other miles out) are allowed to detect others in the nearby vicinity to greater degree then outlined above. However be aware it will still be very difficult for even the most skilled Nin to detect the presence of foreign nin in large populations or over large distances. Furthermore the Nin had to be making use of the technique of the sensory tech at the time for it count. Be aware if you try to claim detection due to this method you claim may be checked, if it is found to be fairly dubious then it would invalidated.
2) Where you have learnt via RP – Where you are phsycially told of that persons current/intended location. This is a rare situation that usually applies only when one Nin betrays his Village for others and reveals their plans to them or when another Nin sends word of a particular mission in progress to his allies in RP
3) All Senior Nin of a Village are automatically aware of where lower ranking Nin of the same village are when on Missions
4) Where permission is granted by Admins - Rare

Additionally all Nin will know when their village as whole has detected the other Nin’s presence in the following circumstances

1) When the other Nin have been in a territory in which your village has an establish spy network for 12 hours or more – Remember all occupied and home territory have a spy networks. Members will largely not need to worry too much about this since its likely the Kage will be on the look out for intruders and foreign Nin and will inform you if appropriate about sightings
2) When informed the village is informed via RP by means of carrier bird – Anyone who has personally detected the enemy has the option of informing his Village by means of a carrier bird. The need to post a thread of least 150 words stating this after he has detected them. Should this be done the Village will be aware of it 12 hours after the post was made
3) Where permission is granted by Admins - Rare

As you see this list while comprehensive is relatively limited and is meant to reflect a fog of war surrounding the factions. You would not attack people you aren’t aware of in real life and the same applies in TUC. The most common form of detection will be via spy networks.

Spy Networks

Spy Networks are an important part of TUC and are key to following enemy movements. They aren’t necessarily what you think, they might not be spies at all but rather an informal network of informants but whatever its nature they do the same thing. Watch for danger and inform their faction of the presence of other Nin within the territory.

There are two types:
Spy Networks - Spy Networks automatically detect any Nin after they have spent 12 hours or longer within the territory they cover
Advanced Spy Networks – In Home Territories only. They reflect far greater security and counter-espionage agents and work identically to normal ones but detect other Nin in 6 hours rather then 12

Spy Networks are created in the following ways:
1) Spy Networks are automatically established by the owning faction in occupied territory
2) Home territories automatically possess advanced spy networks
3) Spy Networks can also be established in any unoccupied or enemy controlled territory by means of an ‘Establish Spy Network’ special mission.

Spy Networks can be destroyed in the following ways:
1) By taking control of a territory by means of the ‘Conquest’ special mission destroys all pre-existing spy networks
2) You can destroy a Spy Network by way of ‘Hunt the Spies” special mission

Travel Time

Under TUC rules there are a minimum travel times that need to be adhered too. These are implemented to add a sense of scale and distance to make it more immersive and to work in parallel with mission times and allow for the possibility of interception

Moving within in a town, city, Shinobi Village or local area – Instantaneous, here is no req to post a travel thread.
Any travelling within a territory that is greater then the above – 12 Hours. Requires thread in the travel forum (150 words min)
Travelling to a neighbouring territory (territory whose border touches the one you are in or is the nearest one by sea travel in a certain direction) – 24 hours. Requires thread in travel forum (300 words min)
All other Travel – 48 hours. Requires thread in the travel forum (500 words min)

Travel time starts as soon as the first post is made in the respective travel thread. Please remember that if you intention is to travel to attack or stop a particular nin or group of Nins you must have detected them before you start travelling

Examples of how to use detection and travel time to enter/start threads

An enemy nin has just arrived in the same pub but is posting in a diff thread. I want to attack but do I need to wait to attack?
No, you automatically detect him and there is no travel time involved. You may enter the thread at will

A Kiri Nin is in Crater City (a city in the fire country) trying to establish a spy network. I am in leaf Nin in Konoha and I want to stop him. How long do I need wait before I can attack him?
Since your were not in close proximity when he entered and are not aware of the mission you cant automatically detect him however since it is taking place in your home territory you have the use of Konoha’s advanced spy network and will detect him after 6 hours. Once he is officially detected you can post a travel thread. Since your travelling within the country you must then wait 12 hours to arrive. At this point you may enter the Kiri Nin’s mission thread and try to stop or even kill him

Can I travel to stop an enemy Nin completing a mission before I have detected him? No, this meta-gaming. If you haven’t detected him you don’t know he is there and thus cannot travel with the intention of stopping or attacking them

I am in Snow. I know OOC that Kumo is trying to conquer the tea country but it is not controlled by our faction and we don’t have a spy network there. I want to help stop them, can I?
Only if one of your own Village’s Nin is there and sends off a carrier bird to inform your Village. Even then you would need to wait 12 hours after the carrier bird was sent and then post an appropriate travel thread and wait out the travel time involved before getting involved. Given your in Snow you still might not be able to reach it on time to save Tea
