All of the four the Villages can maintain a limited number of elite Nin. Rarity, training and upkeep costs are such that even the richest and largest factions can afford only a small number of elite operatives.

What is my’s Village Maximum Number of S Ranks?

A Village’s maximum number of S Ranks is as follows:

3 (The max number linked to the Village’s Home Territory) + any gained as a occupied territory bonus. Given the maximum bonus attainable is currently 3 the most S Ranks anyone one village will have is 6 including the Kage.

Character Creation/Promotion

A Village may never have more S Rank Nin then its S Rank Limit allows for.

Where the number of S Rank Nin is lower then the Village’s Limit: The Kage can create/promote new S Rank Nin S Rank Nin

What happens when my faction’s Maintenance Value falls below the number of S rank Nin? Do we have to demote or get rid of an S Rank?

No, S Rank characters are never removed, unapproved or demoted if this happens. We respect the time and effort gone into their construction and will not casually remove them. The S Rank Limit only applies to the creation and the promotion of new S Ranks. However should you lose an S rank Nin they will not be replaceable till your number of S Ranks is once again lower then your S Rank Limit. So when you have more S ranks then your S Rank Limit protect them well
