THE INFO.

Name: Hyuuga, Tsuoh

Appearance:
Tsuoh has moments of looking younger and older, mostly depending on her varying expressions and numerous stances. Generally, she just looks the part of her age with certain body parts looking more developed then is average. She stands at a total height of 5 feet 2 inches, with a slightly athletic build and creamy, pale skin. Her hair, unlike other Hyuuga, is red in color like her Uzumaki mother. Just like other Uzumaki, however, it has an unnatural growth rate. Currently, it is past her lower back, making it a nuisance despite the fact she adores it. Her solution is to pull it back with a black band and then tie a black ribbon around it. This is worn almost always, no matter the outfit. She inherited her father's creepy stark white eyes and bloodline limit, but she prefers to hide their odd coloring behind crimson hued contacts. It is rare for her to take them out as her kekkai genkai can work just fine with them in. Another thing of note are the various scars on her body from fights and general not caring about being careful. On the left side of her mouth, on the bottom lip, is a tiny cut like scar that is very distinctive. Another note worthy scar is one that is about an inch long on her stomach, just below the belly button. There are numerous scars on the backs of her hands, on her palms and fingers, and knees. On her shoulders and back there are faint burn-like scars.

As far as clothing goes, she usually doesn't dress to suit her age. Not that she cares or tries. Tsuoh prefers to wear her favorite grey-green zip-up jacket that looks a bit too bit for her in the sleeves and shoulders, over a black shirt that does not quite go past her belly button. These are usually worn with her outrageously short jean shorts, which are fur-lined to keep her warm even in the misty chill of Kirigakure. This outfit is usually accompanied with clean white bandages that cover halfway down both forearms to half past her knuckles, allowing her fingers free movement. On her feet she wears black flats that resemble ballerina shoes, but with no frills or see through parts to be had. Another common outfit for Tsuoh is the one she often wears into battle or on colder days oddly enough. It is a red dress that matches the color of her hair; It's sleeveless and comes down to about past her knees in the back. The front skirt, a lighter shade of red with ruffles, only reaches halfway down her thigh, if that. This is generally worn with brown toned leggings and knee high, darker brown leggings on top of this for added protection. The material is light to allow her to move easily despite the extra clothing. On her feet she wears old fashioned, red leather boots that are soft, durable, and extremely flexible for easy movement. Similarly, she wears gloves on her forearms to protect her wrists and the backs of her hands but allows flexibility of the wrists/fingers.

Personality:
As a whole, Tsuoh's personality is rather confusing at best. She could easily be labeled with the term 'severely bi-polar', with the only difference being she's aware when she changes and it is usually by her own whim to switch. Generally, she gives off a lazy and uninterested feeling to those around her. This can, depending on the situation or person involved, vary from an intense happiness to near chronic depression and/or fiery anger. There are lesser version of the above, usually shown to those she isn't that close to or doesn't trust. It can be said that she is obscenely stubborn and hot headed, not willing to give up or step down from a fight. With that said, she very easily resorts to physical violence instead of waiting to see if it can be talked out, but she rarely picks a fight with someone she has no good reason to want to be bloodied.

Deep down, there is a darker side of Tsuoh that has never been seen by those around her. It can be compared to a loud subconscious voice, whispering evil things in her mind. Over the years it has fed a cruel streak in her, and pushed her to petty acts of stealing, vandalism, and bullying. Being small and light on her feet has allowed her to elude capture, but she never takes much joy or pride in her actions. Neither does she regret them, however. There have been darker suggestions such as things leaning towards torture and murder, but she has thankfully avoided committing these acts. Although, she thinks it really wouldn't effect her so much to actually do it. A part of her is scared that she will lose her humanity to this evil voice, but she wonders how much she actually had to begin with? Not much. She'd seen people murdered in the streets, beaten and bloodied, mobbed, and she just walked home quietly.

Combat Style:
Tsuoh's style is a mixture of mid to long range Ninjutsu and Puppetry combos depending on her environment, intent, and opponent(s). She prefers to use her enhanced speed to dodge as much as possible, using her size to it's full advantage. Her disadvantage also comes from her size and obvious frailty when faced with physical damage. If she is faced with an attack she can't dodge, she is likely to use her puppet as a sort of sacrifice as her fighting style does not entirely depend on it's existence. It's not unlikely she will use techniques that combine the use of Fuuton to enhance Katon, or use her puppet as a distraction for said techniques and vice versa. It's all about avoidance and heavy distanced retaliation.

THE BACKGROUND.

History:
The girl was born in the outskirts of Kirigakure, into the impoverished underbelly of the village where the criminals and refugees normally resided. This was mainly due to her Konoha-borne mother who had been exiled from her homeland for a certain amount of time for a crime Tsuoh had never been told. Her mother was always a shady subject. Her father was a pure-blooded Hyuuga man whose clan genes were apparently much stronger then her mother's seeing as she gained everything but his black hair. Due to genocide and mass race cleansing of those with kekkai genkai, her father wore contacts at all times and the entire family stayed locked up in their home often. There was a system where families would switch houses for some nights at a time to avoid being tracked easily by the Kirigakure enforcers.

It was sometime in the later years of this that her mother suddenly disappeared. Her father explained to her that despite her mother's happiness in having a child and a husband, she missed her home too much to stay away, but knew they would not be able to get into Konoha easily as a family of refugees. So, she left them the moment her exile was up and never returned. She left behind many cruel lies and broken promises and Tsuoh realized that her family was just something to kill her mother's boredom while she was exiled. She had never intended to stay. The young girl became very focused on her training to protect herself, and her father became estranged and moody. He took up drinking and would come home later and later, until one night he didn't come home at all. She assumed the police had caught him, and never went looking. Another drop in the bucket of life.

She grew cold and untrusting, realizing she could never depend on her own kind for anything. They were too quick to break their word and do what makes themselves happy before placing their well being above the wellness of those around them. Survival on her own came more easily at this older age after mostly taking care of herself at an increasing rate with just her father around. Tsuoh applied what her father had taught her about the ninja arts to steal what she needed and escape persecution by the enforcers. When the new Kage came in to play, it didn't make much difference to her. The air was considerably more breathable without all the tension, but she was still alone. She was still fighting for herself. Being an official genin now, it still didn't change much except she occasionally fought for someone else.

Everything else on the app is fine with me, other than the flamethrower on your puppet. I know that flamethrowers have been denied in the past, although they were built with a slightly different approach. Change the personality and appearance and by then I should have word on the flamethrower. Thanks.

There we go. All fixed up.

Appearance: Check.
Flamethrower: Checked with a fellow mod and came to the conclusion that it is fine to be modded as long as certain things are covered. If problem arises the next mod to stamp approval on your app can order it be taken off. However, as it is now, it's going to need a bit of clarification and specification. The things I want are as follows:
1. You need to clarify that, because this is not actually using chakra, it's natural power is not nearly that of a C rank fireball jutsu.

2. Cut the range to three meters. Cut the heat range to four meters. That's still a lot for not having to pay chakra for a flame technique.

3. If this is a flamethrower that's not using chakra, that means that it runs on fuel, correct? If that's the case, it would run out at a certain point, seeing as you'd be drawing it from a finite source. As such, you need to have a limit imposed on how long this can actually shoot flame, in a post by post way. As in, for each post that it uses fuel, a certain percent would be taken out. I am going to suggest that every post that it uses the flame, 50% of the fuel is removed, seeing as it burns fast and the puppet is not logically large enough to hold a huge amount of heavy liquid.

4. Where is the fuel stored in the puppet? I ask, because that would be a weak point on the puppet, theoretically speaking.
