| I do understand that we don't do things exactly as the Naruto universe does them, however I feel that this would be a good thing to do.
The bingo book should hold every high ranking shinobi. Jonin + might I add. It was shown that this is how it was done in the early episodes. Zabuza stated that Kakashi was in his bingo book and a lot of jonin from other villages are shown to know who each other are via their profile in the bingo book.
I think this could prove most useful to the villages around here and give a more interesting look on somethings regarding missions and what not.

You are right in that the series has a larger and more extensive Bingo Book than US wishes to have. While having a BB that encompasses all shinobi would be ideal and true to canon, its likely to be an administrative nightmare to impose. Balancing utility and cost is important with systems like this, and if we were to include all shinobi the constant updating, tracking etc of their records would be more than its worth. I could also see some trouble with meta-gaming occuring, where people claim to know more about a certain character than they should because they took liberties on the BB info. Regardless, the BB system here has an emphasis on nuke-nin rather than all shinobi, or shinobi from villages. Rather than formal IC recordings of shinobi like you have mentioned, its probably more effective in an RP to use pure IC 'reputation' e.g. hearing about a certain ninja from another village because of something he has done that merits country-to-country recognition - perhaps in these mission events currently. ^^

| See the problem is that the Bingo Book is a gimmick in the Naruto Canon. Zabuza (who was a Missing Ninja - did he have a different edition of the Bingo Book?) is the only person to identify Kakashi because on an entry in the BB. Then for a long time, the BB is not used/mentioned. Notably Sai has Sasuke in his BB, but then does that mean a new edition came out? Who produces these things? Also did Kakuzu use one to determine that someone would have a bounty on them? Surely, a Bingo Book wouldn't tell him about some monk, because that just seems odd. Yet how else would he know?
In terms of the current political situation, the villages probably wouldn't share any information with each other, so it wouldn't be logical if you knew about a Missing Ninja from, say, Konoha. |

| Nothing to say ALL ninja have to have Bingo Book entries; maybe just, say, A-rank and up, and Nuke-nin? Because that's honestly the bare minimum to have a country-to-country reputation. |
