Mission Objective A: A small autonomous region within Hi no Kuni that holds minor strategic value has begun an election for a new King. Despite it being odd for there to be an elected Lord, Kumogakure and Kirigakure views this election as an excellent opportunity to install a puppet leader within the region, as they would then be able to create a military base within the Fire Country, being that every bit closer to Konohagakure. The region itself is very small and the economy holds very little importance in regards to the rest of the country and Konoha itself. The only value it holds is the potential to becoming a foreign military base for Kumogakure or Kirigakure. A squadron from both villages have been sent to have their own candidate run in the race, ensuring he or she wins the election. This can be done through bribery of officials, rigging the ballot papers and forcing other candidates to drop out of the race.
Mission Objective B: With the upcoming elections within a small autonomous region within Hi no Kuni, as what happens every five years, Konohagakure has been asked to send a team of ninja in order to ensure the elections are carried out fairly and democratically. With the upcoming elections within a small autonomous region within Hi no Kuni, as what happens every five years, Konohagakure had been asked to send a team of ninja in order to ensure the elections are carried out fairly and democratically. Shikaruto had been selected, along with Tusyo, Hani to be the team of ninja representing Konohagakure no Sato. Their task was to oversee the running of the ballots, ensuring no rigging has taken place, as well as to keep the streets and the region itself clear of any gangs known to the area. The region itself was deep within the Fire Country, so it was certain that Kumogakure no Sato and Kirigakure no Sato would send their own teams of shinobi who would stop at nothing to secure the region politically and therefore have a stronghold within Konoha’s homeland. This would put either village at a large military advantage, which was something Konoha would stop at nothing to prevent, as Shikaruto had been informed by his Hokage. Although their mission might seem to be veiled in politics, Shikaruto was sure there would be combat, should they encounter teams of shinobi from opposing villages. The region was the battlefield where their goals collided. It excited Shikaruto; to think how much passion there would be today. He knew it was childish and immature to be excited by such a mission, but he couldn't help himself. He knew better than to act upon his emotions though, as outwardly he appeared collected, not wanting Hani-san to think he was an excitable little kid.

The elections occurred every five years, which meant this was the third one within Shikaruto’s lifetime. He could not remember such a small faction’s political stance being so crucial, which in itself showed how important this mission was. In fact, he wasn’t sure he had even heard of the region before being sent there on a mission. Hi no Kuni was a large country and it was critical that Konoha retained as much control of it as possible. They simply could not afford to lose influence to other villages. This was easily the most important mission Shikaruto had been given so far in his career as a shinobi, as well as the highest rank mission he had ever received. This in itself inspired him to work as hard as he possibly could to ensure success. He had never been on a B-Rank mission before and he was determined for it to be a success.

Shikaruto had been travelling with Hani-san all day, as they had left Konohagakure no Sato at the break of dawn and the region itself was not far from Konoha, only a few hours travel by foot, which made it all the more crucial that the elections were carried out fairly to ensure the next Lord was not corrupt and was a genuine candidate. Shikaruto had never met Hani-san before today and he was intrigued by her porcelain frame and violet features. Her hair flew behind her in the light wind as she moved. He had to stop himself from staring as they travelled, relatively quietly, towards the autonomous region. Hani-san looked like a doll, and it was only her movements which made her seem lifelike at all. She outmatched Shikaruto by almost a decade, but she looked much younger than him, barely reaching five feet tall. Her skin was pale and her clothing was simple yet effective, which seemed to match her personality. They had not spoken much that day, but from what Shikaruto had gathered, she seemed polite and there were definitely worse comrades he could have been matched with for such a mission. He was sure they would get along just fine and he wanted to get to know her better. Hani-san was a chuunin and therefore she outranked Shikaruto and was automatically the leader of their team, so Shikaruto took a subordinate role in their travels and allowed himself to be ordered on where to go and what to do next.

It was not even noon when they arrived in the region, for the sun was still rising in the sky, not quite at its peak, perhaps symbolising the mounting tension between the nations. The region itself was small, which made Shikaruto realise how small of an area could be so crucial to thousands of lives. If another village won the election today, they would have five years of a military stronghold literally a couple of hours away from Konoha. He had never really had a mind for politics, but he knew that politics and military were cousins, and being a shinobi, he had to be aware of what was happening in the world. His mind may only have been young, but he was hyper aware. He was hoping that Hani-san, being older, would have more understanding for what was happening, and he would simply be able to follow her orders on what to do. Walking from the outskirts of the region and into the town, Shikaruto soon became aware that it was a rural town, rather than an industrial area like Konoha. There was no abundance of amenities, only necessities. The skies were clear and the air was crisp as Shikaruto and Hani-san approach the sound of the quiet hustle and bustle of the town centre. Even as they made their way through the main street of the town, the noise produced was nothing compared to what Shikaruto was used to in Konoha. The streets seemed a lot lighter in terms of both population and buildings. The town seemed quaint and Shikaruto wondered what known gangs there were in the area that could pose a threat to the ballots. It almost seemed unbelievable, but he knew better than to judge a book by its cover. It was a nice break, to be able to walk through the streets without people brushing into him as he made his way past.

Making their way to the centre of the town, the pair of shinobi followed the street signs for directions and headed towards the town hall, where the ballots were being held. They hadn’t been given specific instructions on what to do on the mission, which made Shikaruto worry. Maybe Hokage-sama isn’t sure what’s going to happen? The uncertainty crept into Shikaruto’s mind and he shifted on his feet as Hani-san stopped outside a large building with a sign outside indicating that ballots would be taking place here today. BALLOTS HERE, 12-3PM. The sign was printed out with an official mark from the town council, and it stated that the doors of the hall would not open until noon. The citizens only had a few hours to cast their vote, which was a tight window and suggested the Shikaruto that there wouldn't be masses of people voting and they would all get a chance to do so within a few hours. However, three hours was ample time for the votes to be messed with and Shikaruto was sure that some meddling would occur within this time.

By Shikaruto’s estimation, he and Hani-san had a couple of hours to prepare for what surely would be an eventful day.

Another mission.

Her very last one had taken her to the outter most land, the one covered in sand. Since then her activity had been cumbersomely slow. Hani wasn't the most active of shinobi, preferring the closed walls of a hospital than the realm of outside combat. In turn she never took up missions like some of her comrades. By her age she should have been considered a higher rank, but her desire to do so was limited. However today would change that. Yet again she was given a mission by the Hokage , one that eerily dealt with politics. Instead of working alone, she had a partner.

Later on she found herself walking by a boy far younger than she. Shikaruto was his name. At first she was dismayed at his age, being ten years younger at least, give or take a few. She made no complaints however knowing full well the Hokage wouldn't make horrible moves, he knew what he was doing. Since the break of dawn they had been traveling , making their way towards Hi no Kuni. Silently both bodies moved side by side. Even as she cast her view ahead , Hani notes that the younger male cast glances her. In turn she did the same, sizing him up. The young male was a Nara and even dressed the part. Traditional at best and even had the distinctive jet black hair. His however was pulled back into a spiked pony tail. It was there she noted the noticeable streak of blonde . Well that's different.. What she didn't like however was their height different. Hell, he practically towered over her! Little as she was, her head had to tilt upwards to insinuate any sort of conversation. Oh this would be fun.

The journey itself was surprisingly short. Just a few small hours had last and already they stepped foot in Hi no Kuni. No wonder this is important.. The hold wasn't too far from their home village, making this all the more crucial. Inwardly the woman sighed, cursing the lack of information given with their mission. Of course she didn't want it spelled out to her, but something more than "keep it clean" would have been grand. Soon after they has entered the small rural town. Thankfully. Small towns meant less places for others to hide. Less area to cover. In the same way, it also meant if push came to shove, more civilians could get hurt.

Hani and her companion made their way , progressing further to the centre of the town. They were helped along with signs which had been placed. Guided as they were, both finally stopped in front of one which stood out.

Ballots here

Noon..

By her reckoning, and she was sure her partner figured out too, they had a small window to get ready before noon hit. With a flick of her gaze at the young male beside her , she told him to stay. Quickly she twisted herself around and spotted someone who looked official. Suddenly she faded off in his direction. When she stopped her hand lightly tapped his shoulder.
"Excuse me sir, is there some way you can let us inside?" With a discrete gesture she motioned to her partner and their respective "forehead" protectors. The man closely looked at the pair and sighed. He grumbled something unintelligible before turning towards the building and set forth, Hani following suit. "I'm really not supposed to do this..But in this case.." His voice tapered off, implying what was already know. With a flick of his keys he unlocked the door and backed away. "Be ready at noon." He said and just like that he departed .

Hani motioned for Shikaruto and stepped into the hall. After he joined her she pressed her palm lightly on the door, closing it. A soft click emitted from it, echoing around them. For now, they were alone. She then turned on her heels and faced the interior. Inside looked to be a very ordinary room. Two long tables on the left and right walls contained the paper ballots where as the one directly opposite the door help the boxed which the votes would be place. Ever so gently she shifted her weight between feet.

Everything so far looked in order. Nothing disturbed, nothing out of fashion. The hall looked to be set nicely for crowd control. Hani then walked over to Shikaruto and placed her self in front of him . "May I call you Shika? Shikaruto is quite the mouthful. " Lightly she started off, even smiling. The woman paused a moment before continuing. "I'm not the greatest of leaders, I know that. " She hesitated once more , unsure of what to say. "Even though I'm older , I don't think just bossing you around will do any good." At this the girl smiled slightly. All her life she grew up issuing orders to those below her, yet here and now she refused to do so. "Instead if you have any ideas, feelings, thoughts, feel free to speak your mind. I don't bite. I suggest though that we begin surveying the area, checking other ways to get in and the alleys near here. Things like that. We have quite some time to kill before noon so if you want to do other things feel free. Just be sure to share information. " Hani then spun away and made her way towards the center, talking as she walked. " Let's meet about ten minutes to noon so that we have time to discuss."

The pair then went their ways. Hani on hers, and his on his own. Time ticked by quickly and hours seemed liked seconds. At the arranged time she ambled on over back inside the building to meet him. She joined Shika and they began to discuss , waiting.

Noon came shortly after.

UCHIHA KETSU
KETSU HAD NEVER BEEN OUTSIDE OF THE COUNTRY. He'd left the village plenty of times, both on missions and leisure, but he'd never actually been outside of Kaminari no Kuni in his life. He'd always wondered what it was like beyond the mountains; he'd of course read about them in books, but seeing the other countries physically was something he only dreamed of; until, of course, he received the mission.

It was relatively simple: Travel to Hi no Kuni and install a corrupt official to give Kumo (and Kiri) a tactical advantage over Konohagakure. Ketsu didn't like the corrupt official part, but he wasn't going to simply turn down his first chance to visit Hi no Kuni and see the outside world, as well as work with shinobi from another village. There was also a chance that Konoha would see this coming and send shinobi of their own, meaning he'd get the chance to work with or meet shinobi from two major villages. He did feel uneasy about it being a B-Ranked mission though, and hoped that wouldn't turn into a fight.

The land of Hi no Kuni was forest-ridden, which made sense due to Konoha's title of the village hidden in the leaves. His partner for this mission, a shinobi named Toshira Kira, seemed to be just as inexperienced as he was, which made him hope that wouldn't be a hinderance. Ketsu scanned over him once more, then shrugged off his uneasy feeling and went back to focusing on the mission (and the fire country).

"Have you ever been outside of the Lightning Country, Kira?" They hadn't spoken in a while, and Ketsu wanted to know more about his companion. They actually hadn't said anything since they left the village, aside from a few comments here and there - both knew each other's name, but not much more. "I haven't. I've always wanted to, though, so this was a nice chance to do so..."

Shifting himself, the Uchiha felt his weapons shift with him, their familiar weight being a rock to his core that made him feel a bit safer, though he was still cautious. His nodachi especially, which was on his back diagonally, the handle to his right shoulder. The twin ninjato he had were at each hip, while his tomahawks were at his back facing outward for easy access, and of course his medkit was on his right leg. All of his equipment mattered to him, and he was grateful for all of it.

"So," he started turning back to his companion to speak again, "What's the Toshira clan like? Do you have any kekkei genkai, or are you just plain skilled?" In his wording of the question, Ketsu wanted to make it clear that he didn't look down on clans without a kekkei genkai, and actually thought that shinobi without an innate ability had more natural talent than others, including himself. Then again, he also looked down on his own abilities quite often. He whispered the next part, hoping that Kira couldn't actually hear it; "I bet your father doesn't beat you when you lose a duel to your sister..." He sighed lightly as they continued walking, but stopped for a moment, pointing to the distance. "I think that's our destination, Kira. Come on, let's get there before noon." As he looked up, Ketsu could tell that midday was still about an hour and a half away, but at their pace that could take longer. He quickened his walk to a light run, hoping Kira would follow and keep up.

Walking into the village, Ketsu immediately noticed how small it actually was. It was quiet and quaint, and relatively peaceful from what he could see upfront. Looking around, Ketsu noticed the village center with a sign declaring where the ballots would take place, and that they would take place from 12 to 3. Not very long, but ample enough time for them to do what they had to do and get out before Konoha's shinobi noticed them, hopefully. They had about an hour before it was time to make the votes, so Ketsu turned to his companion once again.

"It's too bad we don't have a chance to look around the town... but we need to look for our Kiri companions and figure out what, exactly, we're going to do."

The sun shone brightly on the pond as they walked down the road. Kira smiled as he stared at the vibrant countryside that was sprawled out before him. While he loved his home country with a burning passion, there was a certain appeal to traveling to a new land and immersing oneself in the culture of another people. It had all been so sudden, Kira had been lounging on a rock in the center of a garden in the Shuuren district of Kumogakure no Sato eating an apple and trying to decipher the message from god that the cloud above was trying to convey to him when he was greeted by an unfamiliar face

The person standing before him couldn't be taller than five foot and had skin reminiscent of the pale clouds above. "Gotta be a Horse." Kira chuckled under his breath and had leapt from his rock and sized up the boy in front of him. Kira was taken aback by his long flowing purple hair, immediately becoming conscious of how utterly plain Kira's own hair was. Smiling down at the boy Kira spoke his first words to his future partner. "Hey I'm Toshira Kira, Nice to meet you."

Kira shook his head of the memory and looked at the rolling hills once more. Kira had been a Genin for little over six months at this point and he was given a mission of arguable importance to the survival of Kumogakure no Sato. There was a small autonomous region that would serve as an excellent staging point for a war in the Land of Fire. The region had no other value other than to be controlled by others. And that was a depressing thought. Both Kira and Ketsu were tasked to come to this region and rig the election so that Kumogakure could have a firm foothold for their further plans. It left a nasty feeling in Kira's gut but if that's what needed to be done than that's what was going to happen.

Kira pulled up the neck of the collar on his jacket as he continued walking. He had decided to wear the attire he most normally wore for undercover missions. Wearing a black Zhongshan jacket with matching slacks, Kira had his headband tucked comfortably on the inside pocket of his jacket where it would remain until the time where it would be appropriate to identify himself. His steps were polarized by the clanking of his swords at his hip. Kira wore his Ninjato at his right hip and his scimitar slung across his back. "Have you ever been outside of the Lightning Country, Kira?" The voice belonged to his partner Uchiha Ketsu. And it was a good question, Kira hadn't been outside the Lightning Country despite his want to.

His partner tried to engage in some small talk, it was something that they had tried the entire trip from Kumogakure to where they were at now. While it was certainly enjoyable, they would need something more solid than random conversation to solidify their new found friendship. Looking out across the town he saw the hubbub of people all waiting for the voting to begin. The town wasn't that big but this event was clearly something that was dear to everyone in town. Kira sighed at the thought, if only they knew about the forces gathering behind this election.

Kira looked over at his partner as he began to speak. "It's too bad we don't have a chance to look around the town... but we need to look for our Kiri companions and figure out what, exactly, we're going to do." Kira stood thinking for a moment before replying. "We've got a limited time schedule to get this job done Ketsu." Kira scanned the crowd trying to find anyone of note that could be a problem for him and Ketsu. "And I'm not sure we should trust anyone from Mizu no Kuni. Might just be stereotyping but those guys are a little freaky." Kira spoke absentmindedly while staring at the voting booth. "So there's the booths. Now how in the hell are we gonna work this out."

The travel by boat was actually fairly nice, but when Akuma walked through the streets from the boat to the small horse driven coach that would take them near the village, he was fairly disappointed. the sun was beating down compared to the weather in Kirigakure, and it was fairly hot. Akuma was wearing a simple black hooded overcoat with white accents, to hide who he really was, as well as a simple netted shirt and some pants that were a very dull green in color. They were fairly breathable, but the heat was still something he wasn't quite used to, so he was a bit miserable in the small coach that would take him to his destination. The warmth of the coach didn't help either, and it seemed that a small nap was in order, so he simply fell asleep for the time being, admiring the sights as he drifted in and out of it.

He awoke rather hot and took a drink from the canteen he brought. It was filled with crystal clear spring water from back in Kirigakure, so the taste was crisp and clean, and he knew that there was nothing wrong with the water. This would be his first mission, and he was going to be extra careful about it, and in doing so, he wasn't going to go back to sleep, no matter how long the travel would be. People from Kirigakure that knew of Akuma knew that he wasn't the most talkative person, only doing so when it was important, and this was one of those times, especially to the other Kirigakure person that was traveling with him. He would switch into his tactician mode, figuring out the best strategy for tackling this mission. There were several options, the most obvious and least risky being sabotaging the ballots, simply rigging the election in Kirigakure's favor. However, because this was the most obvious, it was also the option that would have the most security. It was getting fairly close to mid day, and it seemed that the coach was getting too close to it's destination to continue on, and the passengers would be sent out, as the coach would simply leave in the opposite direction.

Akuma would turn to his partner, and start speaking to him about the current plan, and that would be to stay the hell away from the ballots. He hoped the Kumogakure nins would forgive them, because he had no intention of even allowing them to see them in this mission, and they would be free to do whatever they had planned, as Akuma didn't work well with others, or to his knowledge however. The more people there were, the more of them that could screw up and jeopardize the entire mission. However, he had no doubt that the Kumo nins would be targeting the ballots, which would definitely occupy the time of the Konoha ninjas, and perhaps even draw some attention away from Akuma's objective. "Alright, the current plan is to gather a bit of information, see what the other groups are doing, and then head in the opposite direction. The most likely of scenarios is that the Konoha shinobi will be guarding the ballots, and the Kumogakure ninjas will most likely try to rig them anyways. However, I believe the other options available are much better, since the other two groups are likely to stir something up." Akuma was fairly in his element as they approached the small village, speaking of his strategy with his partner, even though he was still too insecure to reveal the entire thing to his partner.

"We shall split up..." Akuma would then hand his partner a large purse full of money, enough to buy off almost anyone in the small village, and then Akuma would point towards the village, and considering how close they were, he was also pointing to the city hall type building of the village. There would be fairly high up officials there, as they would most likely be talking about how they themselves might rig the election. "Money seems to be the only thing the higher ups here care about, as they have gotten a taste of power, or so I figure. Go to the main building there and see if you can't 'sway' some opinions. I'll work another route. Trying multiple plans will yield a higher success rate." Akuma would then enter the village, and wave towards one of the guards that was eyeing him, and he seemed to simply look away, which was good for Akuma. The hood was up, but his overall demeanor, even from when he was little, gave off a sense that he was an extremely shy individual. So, his method of movement as well as his posture would say that he was very shy, instead of completely suspicious. Akuma would then walk towards a few bystanders who were far enough away from the ballot booths where they would still notice things, but he wouldn't gain any attention from the Kumo or Konoha ninjas near them.

"Excuse me sir, I'm trying to interview the candidates for the election before the final results are in, do you know where I can find them?" Hopefully this would yield some sort of lead that Akuma could go after, so that he could give one of them a proper interview.

Tsumi Kessho, age 16, lay on the top of a boat, watching the waves go by, and Kirigakure slowly fading into the distance. Looking back, it seemed that there were ONLY clouds above Kirigakure, Tsumi’s home village, and everywhere else had clear skies. “Heh. That just makes the place more depressing.” Tsumi said, to no one in particular. He hadn’t been outside of Kirigakure since he had first arrived, and it seemed that the sun was a lot brighter than he remembered it. On top of it all, it was blazing hot outside, and the wind didn’t help at all. Plus, his partner was either a super wet blanket, or incredibly shy. Anyone who knew Tsumi knew that he was the most talkative, noisy, naïve thing within a 50-mile radius, so when his partner, Akuma-san, turned out to be the quiet type, Tsumi had moved up to the top of the boat’s sail, and begun watching the waves instead.

Tsumi wore his usual metal vest, which was open enough for any onlookers to see his eight-pack of abdominal muscles, which had quite a striking contrast against his skinny frame. His white hair blew in the wind, his silver highlights standing out in the breeze. He stretched his legs, his stretchable pants easily coping with the sudden movement. His pants were made up of three layers: On the outside, there were overlapping metal plates, which offered decent defense, while not hindering movement. Next, there was generic chain mail, which boosted his defense, while augmenting mobility. On the inside, there was a layer of seal skin, which kept Tsumi’s legs dry and comfortable at all times.

The carriage ride that came afterward was mostly the same. His partner slept most of the way, forcing Tsumi to have to find another way to entertain himself. “You know, we COULD be spending this time planning, instead of twiddling our thumbs.” Said Z, Tsumi’s (somewhat sarcastic) alternate consciousness. Z could only talk through Tsumi’s mouth when allowed to, but he could speak internally all he liked. He was almost like one of those Jinchuuriki people, except he brought nothing but knowledge to the table. While it’s true that Tsumi, like all humans, only used 5% of his brain, Z added another 5 to that, acting as the hardened war veteran when harsh decisions needed making. “Ok, look, they’ll most likely be targeting the officials in some way, so we can’t leave them unguarded. We should- Z said, being cut off by the driver of the carriage kicking them out.

As they began the relatively short walk to civilization, Akuma (finally) began talking. “Kessho-san. Stay away from the ballots- that’s likely what the Kumogakure ninja will be doing, and it will most likely occupy the Konoha ninja. Try to remain unseen. The current plan is to gather a bit of information, see what the other groups are doing, and then head in the opposite direction. The most likely of scenarios is that the Konoha Shinobi will be guarding the ballots, and the Kumogakure ninjas will most likely try to rig them anyways. However, I believe the other options available are much better, since the other two groups are likely to stir something up.” He said.

“Yes! Surveillance! I hope we get to climb something! How high do you think it’ll be? I wonder if we’ll get to climb that really big building, right in the middle! How high do you think that is? That’s got to be at least 4 or 5 stories high! I hope we get to climb that! I wonder if any information will be in there… I wonder who works there! I bet some BIG, IMPORTANT guy lives in there, like a Kage! I wonder if this village has it’s own ninja? I doubt it, it seems pretty small. What do you think, Z?” Tsumi said, internally, his hyperactive tendencies getting the best of him once more. “I think…that we should listen to the rest of what your partner has to say.”

“We shall split up.” Akuma stated, handing Tsumi a quite large coin purse, which was full of money, and pointed to the very building Tsumi had been eyeing. “Money seems to be the only thing the higher-ups here care about, as they have gotten a taste of power, or so I figure. Go to the main building there and see if you can't 'sway' some opinions. I'll work another route. Trying multiple plans will yield a higher success rate." Akuma said, walking off to do whatever it was that he was going to do.

Tsumi sang to himself.

Up ahead, he could see a large flurry of colors, celebration, and paper. “I’d guess that that’s the voting area. If we vote now, we could get a coupon for the nearby restaurant. Oh joy.” Z said. Tsumi began to move to his right, weaving throughout the streets, and stealing a traditional Japanese farmer’s hat from off of a rack, leaving a few coins behind to pay for it, and doing the same with a tattered brown robe, which was on sale, since it was so very worn. Now, Tsumi had the perfect disguise, looking exactly like the farmers of the region. Due to his natural sense of direction, Tsumi was able to navigate in an erratic pattern without losing sense of where the target building was (it was kind of hard to miss anyway).

Arriving at the base of the target building, he looked up, discreetly cracking his knuckles. A passing farmer (dressed exactly like Tsumi) nodded curtly, and kept on driving his cart, which was trailing a relatively large bale of hay. “…and there’s our escape.” Z said. Tsumi stopped the driver, bribing him to remain where he was until Tsumi came out. After that, he began running up the side of the building that was out of view of the plaza where the voting was taking place (assuming that the ballot side was the front, Tsumi was climbing the back). Due to his greater speed, he was able to run up the building pretty quickly, only being visible for mere seconds.

He climbed into the window, seeing several fancy-looking men having a meeting, each one wearing an “Election official” badge. Tsumi let Z take over his body, knowing that his tact would be of better use than Tsumi’s bubbly personality. “Gentlemen…” Z said, in a voice somewhat deeper than Tsumi’s. “What say we make a little deal…”

Hani-san’s gaze flickered over to Shikaruto as they stood outside the building where the ballots would take place. “Stay here,” she ordered, twisting around and ghosting off towards a nearby man who looked like an official of the town. Tapping him lightly on the shoulder, the official turned around and Hani-san asked, “Excuse me sir, is there some way you can let us inside?” With a discrete gesture, Hani-san pointed out the Konoha headbands herself and Shikaruto were wearing, which usually commanded respect from civilians of Hi no Kuni. The official noticed the headbands, then sighed, grumbling something unintelligible before leading the way towards the entrance of the building, Hani-san and Shikaruto following suit. “I’m really not supposed to do this... but in this case...” The official’s voice tapered off and with a twist and jingle of his keys, he unlocked the door and backed away from it, as if it were about to explode. “Be ready at noon,” he said simply, and then he was gone.


Hani-san motioned with her hand for Shikaruto to enter the hall first, which he did so without hesitation. She stepped into the hall behind him and lightly closed the door behind them. A soft click echoed around the empty voting hall, as Shikaruto and Hani-san were the only people to inhabit it at this point. It was eerily quiet. Shikaruto didn’t like it. The room was large, with tables at either end and paper ballots atop them, with booths at the far end of the room where people could submit their votes in private. The wooden floor creaked loudly as Hani-san shifted her weight between her feet.


Shikaruto was so engrossed in analysing the room and its escape routes that he almost didn’t notice Hani-san repositioning herself in front of him to capture his attention. “May I call you Shika? Shikaruto is quite a mouthful.” Hani-san asked, smiling up at Shikaruto as she did so. She paused a moment before continuing, “I’m not the greatest of leaders. I know that.” She hesitated once more, and Shikaruto could tell she was unsure of what to say, which just proved her point that she wasn’t the greatest of leaders. “Even though I’m older, I don’t think just bossing you around will do any good.” Again Hani-san smiled, although this time a little more gently. “Instead, if you have any ideas, feelings or thoughts, feel free to speak your mind. I don’t bite. I suggest though that we begin surveying the area, checking other ways to get in and the alleys near here. Things like that. We have quite some time to kill before noon so if you want to other things feel free. Just be sure to share information.” With their briefing over, Hani-san spun away from Shikaruto and made her way back towards the door, talking as she walked, her heels clicking on the wooden floor. “Let’s meet about ten minutes to noon, so that we have time to discuss,” she said without turning, opening the door and walking back out of the hall.


Hani-san turned left down the road, so Shikaruto turned right, making his way back out into the town. As he walked back towards the village, he noticed a pair of shinobi wearing Kumogakure no Sato headbands, one of them staring absentmindedly at the town hall, making it obvious that they had an objective that collided with Shikaruto’s. Taking a mental picture of the two, Shikaruto carried on down the road, and noticed that a crowd was congregating, preparing to vote for their candidates. Scanning the crowd, Shikaruto noticed amongst them a figure wearing a black hooded item of clothing, which made a spectacle of disguising his identity. Shikaruto found this odd, so assumed this was a person of interest. Sticking near to the Kumo shinobi and attempting to keep an eye on the black hooded figure, Shikaruto noticed the hours passed rapidly, until it was time to meet Hani-san again. Retreating from the shadows, Shikaruto arrived back in the town hall, just ten minutes before the voting was to start. “I noticed two Kumogakure ninja in the village and one of them was staring at this building, so they definitely have an interest in what’s going on here today,” Shikaruto told Hani-san. “I didn’t explicitly notice any Kirigakure shinobi, but I did see a hooded black figure who seemed to be attempting to conceal his identity, and it would be foolish of us to assume the Bloody Mist wouldn’t seize this opportunity with both hands to bring Konoha to its knees.” Shikaruto had never been to Kirigakure no Sato himself, but he had heard enough about the village’s reputation and its military power to know they would never miss out on an opportunity like this.

Shika had told her this, all the while as minutes ticked on. She too had went and scoped out the area, her small height playing to her advantage. Before meeting back up with him she had dodged and weaved her way through the thickening crowds. Being so small made it possible to maneuver quite easily to her pleasure. What she had done was in the end quite different than Shika. The male had gone out to scope whereas she made conversation.


With her social background , sweet talking came easy when needed. Spread out through the voting areas were obvious looking officials. This is where she headed to first. The young women had met with each of them and basically warned them. If anything suspicious started occurring, they were to warn either her or her partner. However people could be bribed , ideals swayed, so that line of "defense" in the end was rather weak. But it was something. 


And so she relayed this back to him. What had interested her most was the hooded figure. He was right in a way, to assume the part the concealed human played, and it was that very specific thing that intrigued Hani. "You said there was two ninja from Kumo. With us two , there's two from Konoha. Wouldn't it be safe to say that Kiri and also sent a team of two? "  Hani paused and looked meaningfully at Shika. "If the hooded figure belongs to Kiri, then his partner should be somewhere near. Since you're good with shadows, care to find him? Meanwhile, if you do that , I'll make my way to our masked man. The Kumo folk for now seem.. Not to dangerous."


Hani then gazed away from her companion and onto the crowds around them. All the civilians were dressed nearly the same, surely a hooded man would stick out. An easy find. "Toodles for now Shika! Find me or I'll find you. If you need help , send me some sort of message." Once again she walked away from him, setting a path through the horde of people. Splitting up necessarily wasn't the best thing to do, yet more work would get done this way. 


It didn't take her as long as she thought it would, for she soon spotted her target. As she walked she delicately slid her forehead protector that was wrapped around her left wrist a tad further up to be covered by the sleeve of her lab coat. And moments after that she sidestepped a sweet old couple and tapped the shoulder of the man. Hani had noticed the he had just finished talking to people which further raised suspicions. 


"Excuse me, but may I help you with something?" The woman addressed him politely , and then waited for his response. Hoping , if their suspicions were correct, he would lash out in public view.

Note - Sorry for my partners long delay.

The following hours had been uneventful for Kira and Tetsu. The sun was at its apex, lording over the sky with its brilliant shine. But even for its beauty it had been taking a definite toll. A thin film of sweat had been gathering on Kira's forehead, the heat cooking him in his pure black attire. It could be entirely gathered that Kira had overdressed. After having stared at the objective building for a few minutes to try and get a hold of any possible entrance points Kira looked over to his partner. "I'd rather not have to strong arm people and make an incident of this entire thing. Let's just focus on campaigning for now 'kay?"

The hours had soon passed and noon was approaching. Kira had been active in campaigning for Kumo's puppet lord, actively praising his feats and achievements to the gathering crowds. While not quite an orator himself, he spoke with a common man sensibility that brought people to question their beliefs if only for a few moments. And that was all that he needed to sell his pitch to the crowd. As he spoke to the crowd Kira had noticed the unmistakable figure of a Leaf ninja standing idly by watching him as he worked. "There's lookout number one then...He doesn't have a look of a Jonin about him. So there could be as many three additional shinobi from Konohagakure." Kira thought as words of praise continued to spill out from his mouth.

Kira finished his speech and was greeted with applause from the crowd, taking a bow and walking off he started to decide what to do for his next move. The main voting building would probably be the main focus for a ‘line of defense’ by those who wanted the nation to stay under the control of Konohagakure. Kira tugged on his shirts neck to try and let his body breath in the heat, ”This mission is not getting any easier. But if I’m going to get this done I have to do something quick.”

Moving towards the building he gave smiles and kind words to the crowd he passed through, many people remembering his speech just moments ago. Arriving at the building that was serving as the voting grounds Kira looked at the guard out front with a lazy grin and spoke. ”Hello. My name is Ryouto Sachiko, and I need to have a few words with the candidates before we let the voting begin.” The guard eyed Kira with thin suspicious eyes ”I’m sorry sir. There is no speaking with the candidates until after the voting has finished.” Kira figured it would come to this eventuality. His smile dropped to a cold front, with Kira’s eyes focusing intently on intimidating the man. ”Listen here guard. I’m a ninja sent from the Village Hidden in the Leaf to ensure that nothing shady happens here.” Kira leaned in closer to the man ”You’ve probably already seen one of my colleagues here before. Spiky hair, wearing a lot of green.” Kira backed off slightly and brought a smile back to his face. ”I’d hate to have to say that my mission ended in failure and your nation could no longer be protected from outside invaders because a doorman refused to allow me to check whether or not the candidates were on the up and up.” The guard wasn’t sweating when Kira had arrived, but a thin film was starting to form on the man’s head. The guard nodded his head and slid open the door for Kira. Entering the door and continuing down the hall, Kira made for the office of the soon to be former King of this nation.

Tsumi tossed the bag of coins between his hands, as he addressed the officials. Thankfully, ALL of them were in the room, as per the rules of the election. After all, it’d be harder for them to rig the election, if they were all stuck in the same room together, right? There were very few necessities in the room. In fact, other than a table and chairs, the only furniture in the room was a bucket.

The officials all looked at him, some eyeing the bag of coins that he held. “This election is foolish. Z said, through Tsumi’s mouth. “In fact, I will pay each and every one of you a large sum of money to quit this foolishness and go home, no questions asked. You’ll find your pay in a hay bale, outside of the back exit.” He continued. A few of the officials took off their little buttons, and began packing up their belongings straight away. However, of the original 5 candidates, 2 of them resisted Tsumi’s attempt at bribery. These were, of course, Kiri and Kumo’s plants. “I don’t recognize you… said the first. Tsumi didn’t recognize him either, which meant that this man was Kumo’s. The other one, however, he had been shown a picture of, upon receiving the mission. This was Kiri’s Plant, Oshoku-san.

Tsumi lowered his voice to a whisper, speaking to Kumo’s agent. Now, he had no idea what Kumo’s objective was, but he knew they had a plant here as well, meaning that their objective probably didn’t differ too much from that of the Kirigakure ninja. “The situation’s pretty bad. Kage-sama wants us to cut our losses and pull out. Kiri’s won this one. There might be Konoha ninja here, too. Everyone’s disguised themselves, so remember this: Kumogakure ninja are wearing Kiri headbands, Konoha ninja are wearing Kumo headbands, and Kirigakure ninja are wearing Konoha headbands. My partner and I are the only ones you can trust. Don’t trust anyone unless I point him out to you specifically. I’m going to try to get us out of this as painlessly as possible. “ he said.

Z knew this would work. Humans had the strange tendency to believe whatever they heard first, effectively rendering the Kumo candidate a pawn in the scheme of things.

Having done this, he walked over to Kiri’s candidate. “Looks like you’re the only one left. Congratulations.” he said. Along with this, he stuck an explosive note inside the coin purse. Waving it around, he said to the other candidates, who had been too busy frantically packing to notice his activities, “Gentlemen, I’m glad we could do business. I’m afraid that this purse has so much money in it, that it’s bursting at the seams. Their mouths were practically watering. “Now, I want you gentlemen to split this evenly among yourselves. Whoever gets to it first, it’s YOUR responsibility.” he finished. Now, while this may have sounded like a scolding, there was a hidden innuendo in his message. What he was really saying to them was, “First dog to the bone keeps all.”[/color]

Having finished his final statement, he threw the coin purse out the window, keeping a few coins for himself. It landed in the hay bale, of the farmer he had bribed a moment ago, and the officials all saw this. They ran like madmen through the halls, easily stampeding over anyone who may have happened to come by.

Kiri’s puppet lord stayed where he was seated, acting like nothing had happened. Meanwhile, Tsumi took Kumo’s puppet lord by the arm, hoisted him up (he wasn’t very heavy), and jumped out the window, landing in the hay bale. It hurt quite a bit, but there was enough hay to prevent any serious injury, plus, enough weight was in the air, that they only stayed airborne for about 2 seconds. Being on the blind side of the area, it was likely that no one had seen them.

Tsumi stood in front of the hay bale, and told the Kumogakure official that he would need to take Tsumi's disguise, and travel in secret. No one could know he had ever been here. In fact, he was to report back that he had been attacked by bandits, and had barely escaped with his life.

After a moment, Shikaruto followed her. Using his height to his advantage, he attempted to search the crowd to see where Hani had gone, but he could not spot her, so Shikaruto began to focus on his own attempt at finding the other Kiri shinobi.

As he was still standing near the entrance of the town hall, from behind him Shikaruto heard a voice above the others which caught his attention. “Hello. My name is Ryouto Sachiko, and I need to have a few words with the candidates before we let the voting begin.” This raised Shikaruto’s suspicions immediately, so he inconspicuously span on his foot, facing the person who was attempting to infiltrate the voting room and influence the candidates, who, up until this point, had remained undisturbed, to Shikaruto’s knowledge. Shikaruto watched as the guard eyed the boy with thin, suspecting eyes. “I’m sorry sir. There is no speaking with the candidates until after the voting has finished.” Shikaruto smiled at the guard’s response. At least there are some people out there who can still do their job properly, Shikaruto thought to himself. Looking at the back of the boy, Shikaruto noticed a slight changed in his posture and he could tell from the boy’s body language that this response was equally expected and an annoyance. “Listen here guard,” he spat, his voice dropping much lower and threatening. “I’m a ninja sent from the Village Hidden in the Leaf to ensure that nothing shady happens here.” Shikaruto began to walk forwards to intervene, but stopped at the mention of his description. This guy is deceptive and dangerous, we need to watch out for him. The boy had leant in and was now backing off and Shikaruto hovered in the background, protected by the sea of civilians surrounding him. “I’d hate to have to say that my mission ended in failure and your nation could no longer be protected from outside invaders because a doorman refused to allow me to check whether or not the candidates were on the up and up.” Shikaruto knew immediately that questioning the loyalty of this village to Konoha in their time of need was an exact weakness that this boy knew to exploit. The guard’s resolved faltered and he nodded, sliding the door open for the boy, which he had just closed behind Shikaruto. The boy slid into the door and Shikaruto followed far enough behind him so that he wouldn’t turn around, but close enough to alert the guard that he was re entering, which was much easier as he already knew Shikaruto’s identity. “That boy’s lying, he’s no comrade of mine nor Konoha.” Shikaruto warned the guard as he passed.

The guard closed the door behind Shikaruto with a loud creak and a bang, which made the boy in front of Shikaruto jump as they walked, his footsteps covering up the sound of Shikaruto’s. He reached the door and opened it immediately, walking into the forbidden candidates room. Just as the boy was about to walk inside, a stampede of officials ran into him, looking to exit the hall. Above all the commotion, Shikaruto heard something about a coin purse. Having a few paces before they reached him to react, Shikaruto formed the hand seals for Kanashibari no Jutsu, finally making his presence known to all when he shouted above the noise, “Kanashibari no Jutsu!” This paralysed all the officials in their place, as well as the boy who had infiltrated the hall and the candidate who remained in the candidate room; seated and calm. Shikaruto knew the fellow shinobi would be able to break out of his jutsu with ease, if he were willing to exert the chakra, but all the officials would be slaves to his will unless he was otherwise distracted. He needed Hani-san in here for backup ASAP. Shikaruto had deduced that the other shinobi in the hall was from Kumogakure, so the candidate sat in the chair looking calm obviously wasn’t his puppet lord, which meant it must be Kiri’s and their shinobi must be nearby. “You officials should be ashamed of yourselves!” Shikaruto spoke harshly, holding them all in his jutsu. “You are to leave that money pouch bribe alone and return to the candidate room. I would say report your fellow candidate who is looking rather calm about the whole situation, but that would be hypocrisy on my part.” Dropping all the candidates from his jutsu apart from the calmly seated one who Shikaruto assumed to be Kiri’s puppet lord and the Kumo shinobi, the candidates returned to their allocated room with a grumble. Turning his attention to the boy he had followed into the hall, Shikaruto said, “You have five seconds to explain yourself.”

Hani waited a moment. Then another. A few seconds passed and the man before her remained stoic. It was as if her touch was nothing. Nothing but a phantom hand. Odd.. When she was sure he would give no response she spun on her heel and faced the building once again. "Sorry for disturbing you." Words spoken just loud enough over the jumbled mass of people to be heard. Polite and short.

Her feet carried her frame through the throngs of bodies, slender fingers gently moving people out of her path. It was her plan to circle around the building, to give it a once over. Just in case. Head held high , the young woman walked with purpose and anyone in her way that noticed , moved quickly aside. The lady's eyes scanned the crowd, observing how people looked. All the same, dressed in work garb or in similar colors of their village. Similarity between normal citizens amazed her, everyone seemed the same. It was as if identity to them meant nothing.

The building now loomed over her once again, and in sight came a lone guard sulking out down the steps. Isn't he leaving his post..? Pace  quickened to a jog she threw up her arm to catch his attention.  "Hey! Stop right there!" The man him self gave a confuse sort of look and was just about to go on his way. Hani sighed and shoved her sleeve up that small arm of hers. In the sunlight the village band glistened and shone. And if she saw correctly , the mans skin paled by a few shades. Oh what now...

Finally she came up to the guard and stopped short. "Alright. Obviously something happened. Explain. Now. Her voice stopped being the normal, polite tone and instead went straight to commanding. And the man pulled a face , but in hushed tones told his story. One that did not sit well with her at all. Quickly she walked past him and yelled a short thanks. Up the stairs she went into the entrance. "The candidates room.." Mumbled words under her breath her face was drawn into a scowl.

Fingers reached out and turned the knob, her stride into the room was calm even if her body language was not. She paced her self and walked down the hall. It was then she noticed the huge commotion. You have five seconds...In front of her the scene played out. Officials were in the hall, her team mate and another  unknown boy. Slowly she stepped closer and brushed passed Shika and peered into the candidates room. There were another two inside and a glance at their appearance made clear who they were.  "Please explain.. She said more to him than the poor sods that surrounded her. All the while she strode into the room.  Her foot hit something as she came in and she glanced down. A small bag rested their. Are you serious!? Huffing she bent over and scooped it up. Grasping it she stood straight and made her was over to the only seated candidate and stood gazing at him. And she waited for her mates response.

Before the boy had a chance to explain himself, Hani-san came back into the room, walking past Shikaruto and the boy and into the next room, where all the candidates had seated themselves once again. “Please explain,” he heard her patient voice ask and he found himself envious of her self-control. Deciding that it was time to wrap this up, Shikaruto approached the boy before he could say anything, still paralysed by Shikaruto’s jutsu. Grabbing a length of ninja wire from his ninja pouch, Shikaruto wrapped it around the boy’s hand behind his back, carelessly handcuffing him. He didn’t care if the wires cut into the boy’s skin, he deserved it for partaking in such a mission against Konoha. For this mission, he was Shikaruto’s enemy. That was all that mattered.

Still feeling the effects of the jutsu, Shikaruto pushed the boy to the ground and walked back to call the guard. Opening the door, the guard turned at the noise and his eyes widened in surprise at the sight of a handcuffed boy pushed against the floor. His eyes flicking up to Shikaruto, the Genin didn’t have to say much more than, “Could you get some backup?” The guard nodded in understanding, then began speaking quickly and quietly into his ear-mic radio. Turning back to the hall, Shikaruto walked past the boy once again and into the room where Hani-san was.

The four candidates who had fallen for the bribe looked ashamed of themselves, even Konoha’s representative. The Kiri lord seemed calm, which made Shikaruto nervous. His eyes flicked over to the window, where Shikaruto saw it was open, as if somebody had recently been there. Walking over to the window, he closed it and locked it. Turning back to the lords, Shikaruto said, “All of you, get out. Except for you.” He pointed at the Kiri lord, who had ascended his seat, not looking so calm, clearly wanting to get out of there. He also pointed to the Konoha lord, who had a shameful expression on his face, looking only at his feet. The other three lords left immediately, despite the poll having not even taken place yet. They obviously didn’t want the political position so badly they were willing to risk their lives for it.

Suddenly, the guard from early and some backup entered the room, with the boy Shikaruto had handcuffed, as well as three other people. Shikaruto recognised the black hooded figure from earlier as one of them. “We found these guys all loitering around the area. They’re all shinobi from Kiri and Kumo,” the guard Shikaruto had conversed with earlier said, looking proud of himself. “Good. Take them and that one,” Shikaruto motioned to Kiri’s lord, “To Konoha for punishment.” The Kiri lord audibly gulped at this, but rose out of his seat and accompanied the guards willingly, along with the other prisoners.  

Now, it was only Shikaruto, Hani-san and the Konoha lord left in the room. Shikaruto turned to the Konoha lord. “I’m not happy with what you did today,” he told him. “Konoha needs you to have more integrity than that, if you’re going to be a leading political figure of one of our strongholds. Right now, I have no choice but to appoint you lord by default, but the Hokage will be informed of this and, should he have a problem with it, or the behaviour you displayed today, I’m sure you’ll get a visit from him. So, I’d suggest you behave accordingly from now on.” Shikaruto let the threat hang in the air for a few moments, before looking to Hani-san to see her thoughts on the situation. When she didn’t seem to object, he let the Konoha lord out of the room, before leading the way out himself, Hani-san in tow.

Walking out of the hall and to the villagers on the street, who were all confused and had no idea what was happening, Shikaruto closed the door to the voting hall behind him and Hani-san. That capture the attention of everyone on the street, who started protesting loudly. “It has been decreed that Konoha’s lord shall be the lord of this area!” Shikaruto shouted, to a mixed response. Most were positive; cheers, clapping and applause. But, there was some jeering and booing in the eruption of noise as well. “I understand that this goes against democracy, but in turn you must understand that this isn’t a perfect situation. All the other candidates were found to be the subject of bribery,” Shikaruto said, bending the truth a little. The response now was unanimous; shock. There were gasps of disapproval, then more jeers. Finishing up, Shikaruto said, “Therefore, it only made sense to allow Konoha’s candidate to become King of your region, as our village has looked over this country for years, and will continue to do so for years to come!” Shikaruto pumped his fist in the air and the villagers on the street imitated him. The Konoha candidate stepped out in front of Shikaruto and Hani-san, presenting himself to the crowd. They went wild with approval.

Walking off of the steps, Shikaruto and Hani-san disappeared into the streets, making their way out of the village and back towards Konoha, their mission a success. Shikaruto was left thinking how steeped in lies politics were, and how easy it was to manipulate people with his lies, even if it was for their own good. Their return to the village was even more silent than their trip out of it, but one good thing Shikaruto had taken from the day, was that he had made an acquaintance out of Hani-san. If anything, he wanted to talk to her more, to get her opinions on thing. Her world view was something he admired, but it was enough to change his. He had just gained a little perspective.
