So, this pretty much makes Puppetry users have both Puppetry AND Ninjutsu? It's mandatory to have both? Kinda limits people if they want to go Medical/tai/weaponry instead of Ninjutsu. It's the only Puppet jutsu that has Ninjutsu as a type on the Encyclopedia.

Yeah, I noticed this too. I am trying to make a puppet npc but this rule makes it kind of weird.

Since this technique requires the Puppetry specialty (according to past moderation on applications), Ninjutsu is not a requirement, it just falls under the Ninjutsu category. Thus, Puppetry users always have the option to choose specialties other than Ninjutsu as their second.
