Clan Name:Raitaku
Location:The Raitaku clan drift often, and thus have small colonies all about the world.

History:

The Raitaku, are a clan that more or less chose their name for it's meaning. The meaning being "Coming as a visitor to one's home". This namesake was chosen, as the members of the clan are simply that, visitors. As ninja, they are masters of "calm" each member of the clan seeming to give off a aura of relaxation in combat(will be made as a jutsu later). This, is a passive effect of the members chakra, that has been passed down by a guru of their clan. The Guru, was a man by the name of Hel. He was a monestary man that came to reach out to the villages in a journey to attempt to pacify them. While he failed, he did discover that he, like the ninja of the villages, had the ability to manipulate his spiritual energies, or , chakras.
Over time, the descendants of this monk have learned to use this to their advantage , and have taken to using this "aura" of sorts in order to cleverly hide and duck out of site by their enemies.

TriggerThis jutsu is a subconscious jutsu that activates itself when the user is being tailed followed, or is trying to avoid the vision of something. This jutsu casts itself as a sort of shall about the user, and affects anyone that would look at him, to make their eyes subconsciously veer away from focusing on him.
Element: No Element
Description: The Raitaku clan secret technique that allows different levels of "blending" This skill is simply used to make people not really be alerted to a Raitaku member in certain situations.
E-In a crowd of people, the likeliness of seeing them is nearly zero, allowing them to blend in naturally and seemingly go unnoticed by people.
D-If pursued, and they duck into a small group of people without being seen, neither the people that they have joined with will seem to notice, nor will the chaser if they lost site of them for even a moment.
C-The most commonly used technique that many ninja use a variation off, is when walking through shadow, unless they bump into someone it will be like they aren't even there, leading many to be able to quickly duck away from pursuers and even begin following them.
B-At B rank, this technique disguises the user's chakra down to zero, along with previous effects
A-At A rank, this skill allows the user to easily blend with his surroundings in a natural setting, so long as there is shade to duck into.
S-At S rank, a member of this clan is capable of turning a corner and simply standing against a well lit wall without being noticed, much to their humor.

Minor notes: Can be moving through the crowd, this is not invisibility, it simply makes people not focus on the character as a target, if trying to hide in a shadow or such, if the shadow is lit upon, they are revealed, but if they aren't seen, they aren't necessarily noticed. The skill overall simply makes them difficult to focus on in certain situations. In addition, it does not cut out sound, so if they run into things, they will still make sound. Someone without the stealth SC will be just as loud as normal, just more difficult to focus on. The goal of the jutsu, is it "Pacifies Vision" from the target, simply making it less likely someone is going to focus on you. The overall effect of the jutsu, is that if someone would look at the user, their mind decides to look around or past them instead, making them able to just blend in with the background.

First and foremost, I recommend you read through the Genjutsu Guide (again if you have already). The template for the jutsu is off, and the trigger isn't really appropriately phrased... your description is also lacking some necessary details.

All jutsu require intentional moulding of chakra. If jutsu could be done that way, however, you'd be forced to pay the maximum cost for your rank no matter the situation, because not consciously controlling the moulding of chakra means you forfeit the chakra control aspect, which is rather impractical.

I was trying to figure out how to work with this because it's not really a genjutsu nor is it really a ninjutsu. If anything, because of the way ninjutsu and genjutsu work, both of these categories wouldn't work, not with the way the jutsu is right now. Genjutsu affects the senses, and a person's focus/perception are not senses. So What you would really have to do is cause the light to be refracted around you and thus make it seem as though you're not there (essentially becoming invisible), but you would still be able to be detected by smell and sound. If you opted to affect smell and sound at higher ranks, which is an option, you'd have to remain stationary, so it would mostly be used if you had an ally to strike.

As a genjutsu, this would be Multi Target. You're not only affecting PC's but also NPCs as well within the limit.

I still stand by my point that this doesn't need to be kept in a formal clan environment. You could just put this in your app the way it is. If you still want to keep it as a clan, then that's alright, I suppose.

Well my issue is I tried to come up with a good way to set up the trigger, but the only way I could concieve it is make it where seeing the user when he doesn't want to be seen would be the trigger. though while it's like this it affects both allies and enemies as well. It's not supposed to be a refraction, it's just the mind not registering he is there is the idea, may I ask if you've any suggestions on how to go about this? As for the clan thing, I plan to add more "Clever Release" jutsu at a later date as my character develops

Let me get back to you. I know you're waiting and I hate making people wait, but I'll definitely get some more feedback. I'll try to get it to you faster than you can say "WHOA, WHAT IS THAT?! IS THAT A BIRD?! IS THAT A PLANE?! IT'S....oh, it's just a Blind Watcher."

Alright, so I discussed with a few people. Unfortunately, the only thing I was able to pinpoint for this ability to work is to do one thing.

1. Invest in the stealth tree (Giving you the ability to 'blend' without the use of chakra).

I get that this is somewhat of the Tenth Doctor's Perception Filter. But the manipulation of eliminating the 'perception' of someone and trying to use it in a genjutsu just can't work.

Alright, well I DO have one request, can I get this clan approved without that jutsu, simply for the name and the clever release, I have my reasons for it

If that is the case, then you will need to add the Signature Traits section of the clan application and the Kekkei Genkai section in their respective order.
