My question is this: If I have snake summons can they use venom even if I don't have a medical spec? If not, why?

Pretty sure your summons are allowed to have specialties that aren't yours. As long as the snake is a medical or puppetry (lol) snake, then it should be allowed venom. Anything beyond that would require a debate on reworking the puppetry system, which based on my current calculations is going to take two years and three months to complete.
