I would think that rather than having the limits set up by name rank, having them in letter rank would be easier. Similar to what you did for the Vampire Style jutsu. Like so;

D - 3ft.
C - 5ft-7ft.
B - 7ft-11ft.
A - 11ft-16ft.
S - 16-22ft.

Or something like that. Just a suggestion, though.

And I'm not so sure what you did for the Vampire Style's wing jutsu in regarding to speed wise. Perhaps I missed it somewhere, can you explain?

Okay lets see if I can do that.
At it's simplest, the jutsu is a speed modifier. The amount at which it incresses the base speed is dependent on how large the wings are.
I have explained that in the jutsu.
Sooooo lets see what else can I do?
