tbh i think Nuke-nin should have their base of operations as konoha. It will be run by a missing-nin and be an overall run down scummy place. That way people can be citizens of konoha as well as missing-nin...everyones happy???

If the missing nin all had a base of operations, wouldn't make them all allies? And by hiding out in a village, wouldn't that make them a force? Wouldn't that basically be a small village!?

There should be something called "The Underground" or something where Missing-nin can get missions and not like each other at the same time lol. You cant expect all defectors to get along, theres gonna/have to be that guy who doesnt like the other guy cause of his 'face.' The missions can be like counters/anti village missions

To answer your question outcast. The same could be said for the old akatsuki in the manga and the rain country. Its the same basic thing. The rain was there base of operations, and while they did not all get along with each other, they more or less used each other for specific gains and purposes of their own selfish choice. From what I get of the idea, it would be simmilar, albeit a bit more restricting, more or less tolerating each other for the need to survive.

Still I thought the point of being a MN is to roam around causing trouble or completing your own personal goals. If all the missing-nin are gonna be part of an organization, thats nothing new.

Thats not what I was saying lol, not really an orginization, just a group who uses each other under no specific title or real common goal unless they choose. You have to be organized for it to be an organization haha. Its all just minute technicalities thats all.

let me explain better:

It is a village overrun by missing-nin meaning there is no real leader, thus it is no organisation. The town is like just where they live and where they each operate from...everyone needs a home. They don't have to be their but thats the main idea that a lot are there. They can roam, steal, kill, attack do whatever they want...even be mercenaries. They keep to themselves unless they choose othrwise. If they wanna form an organisation..let them. Everyone has their own goals and purposes

Missing Ninja will have what you could call a safehouse? It may be a big bar is also a hotel, but the safehouse won't really be "safe" other people can reach it. As for the idea of groups, just to ensure none are properly formed there will be a limit of personal groups, which will be three.
