I think I've edited everything asked, Todd, the healing and water creation bits were added to my jutsu, located in the Kinjutsu section. As for having Genjutsu and Taijutsu, I don't believe having those minor specialities was only for one element, because it was stating people at that rank would have a higher understanding of more of the specialities, hence allowing them to use multiple of them, however they were restricted to 5 techniques below C rank.

Hydration Technique however, it isn't about what it can do at each rank, as it shouldn't even really have a rank it's kind of a supplementary, there to just be used for when I post it onto the end of a fight post to give the user an explanation, so I'm going to just change the rank to Supplementary for that. :3

Weapon of Hydration, your question is similar as it states, what at each rank? Not sure what you mean since it's merely shaping my arm into a weapon of water.

Reformation Technique, it's like a dirived jutsu from the Hydration Technique, though I know all of them are, by that I mean it works like the Hydration Technique per say, hydrating apart of my body, example. an appendage and just reforming it, it would be easy to grow back a limb at such a speed if enough chakra was put into it.
